So New York is worried that it has driven too many high earners out of the state with its insane tax policies so they are looking for a way to drive low wage jobs out of the state too as a way to balance it out.

This minimum wage increase is an example of the 10th Amendment-protected power reserved to the the states, people, not that it is a good idea.

Note that the feds will now get more unconstitutional taxes out of each paycheck for those employees who are not replaced by kiosks. Who knows, maybe the feds will lose paycheck tax revenues?
