They were probably for transgendered only.
They’re probably closed to avoid “discriminating” while they retool to accommodate the new profusion of imaginary self-identified genders.

I never had a problem finding a public bathroom in that area. Jefferson Memorial and Lincoln Memorial has them. Also, an abundance of Starbucks locations nearby.

Union Station is my destination of choice at the north end of the mall; things a little more difficult at the south end.
All of DC is a toilet... pick your spot.

If the doors on the government bathrooms sense a clear gender, they won’t open. The gender privileged, as you did, must pee in the outdoors now. It is to shame you by making you expose and thereby acknowledge your penis or vagina, which you stole from the Sioux with small pox blankets.
We were near the Lincoln memorial, and it was a few minutes ago. NOTHING was open.
That sucks. No Smithsonian buildings at that end of The Mall, as I recall.
