California legislators on Thursday tightened rules requiring Volkswagen to spend a portion of clean car infrastructure funds in disadvantaged communities, passing a bill as part of a budget package agreed with Governor Jerry Brown.
The state's regulator, the Air Resources Board, last month told VW to "make every attempt" to invest 35 percent of the first 30-month investment cycle in disadvantaged communities disproportionately affected by air pollution.

Have these people ever priced one of those electric cars and considered the cost of maintaining them? In poor neighborhoods? And who pays for the electricity at all these charging points? And how long it takes to recharge?

Of course, the people who have to install these will be free from harassment and violence, never mind the charging stations free from vandalism once (if) put in.
This is a brilliant idea. Think of the rich people with their electric cars driving around. They use a GPS to find a charging station, and it takes them to a slum. Where they are out of power and cannot leave to find another station, have to plug in and wait, what, hours to get a charge? The opportunity for armed robbery is awesome!
Why force the homies to leave their neighborhood looking for prey, when you can draw them instead into their neighborhood!

How do Po’ Folk AFFORD ridiculously expensive electric (Read: COAL POWERED!) cars in the first place? Why a need for charging stations when no one needs them? Will installing a charging station magically clean up the air/environment in the 10 square miles around it?

This is a great idea based on sound economic principals
If you need to refuel in a “disadvantaged neighborhood”, your exposure to the pack of ferals is no more than 5 or 10 minutes. If you need to recharge, you are stuck there for 30 minutes to an hour, and more if you have to wait in line.
In other words, you are much safer with gas powered car because your exposure is much shorter.

I sat and did the math numbers and at present....with around 15,000 miles per year, it’s around $580 for power. More or less. Recharging? You’d typically be talking about a hook-up for 2 hours. It makes no sense to have the charge-port away from your house or business address...what would you be doing for two hours? It makes more sense to have the port in your garage.
I did see one report last year talking about the parts issue.....roughly 200 parts within an electric car within the engine area....compared to roughly 1,500 parts for a gas-engine. The PhD guy thought that long-term....the parts industry would be the hardest hit if people went to the battery-cars.
Can I put spinners and a Whistle Tip on my ‘lectric?
I live in an area where the government went all-in to support e-cars. There are reportedly more charging stations than cars to be charged.
I also understand that you have to change the batteries every three years or so for several thousand dollars.
Volkswagen to California - BUILD THEM YOURSELF if you want them.
