Imagine my zip code is 55555-1212 and I have a valid state-issued photo ID with that zip code on it.
If some gun seller wanted to see if I'm a barred person, he would enter 55555 into the ATF website. He would get back a numerically ordered list of nine-digit zip codes of barred persons who have been issued state identification cards/licenses with nine-digit zip codes for 55555 that are still valid. This might have fifty zip codes on it. The gun seller would check to see that 55555-1212 is not on the list.
My zip code would not be on the list, so the gun seller would then to check to see that my ID really is valid.
He would scan my state-issued ID, such as taking a picture of it with a Department of Homeland Security (DHS) smartphone app. This app would read off all the alphanumeric information from the ID and then send the digitalized alphanumeric information off to the DHS.
A DHS computer system would check to see that alphanumeric information is in its database. If yes, the DHS computer system would then request and compare the seller-taken ID image with the photo ID image received from my state government.
If the images match up, the state image (with a DHS watermark timestamp) would be sent to the smartphone app. If they match at least 95% in the photo area, with at most a 5% allowance for photo area degradation, a DHS clerk would compare the images and if a match, the state image (with a DHS watermark timestamp) would be sent to the smartphone app.
If a match is not made by automated or human means, then a no matching state ID message would be sent to the gun seller, who might then e-mail the local police department with a possibly fraudulent state ID report with the seller-taken image file attached.
Photo IDs would be entered into the ATF barring database before they are entered into the DHS ID verification database to ensure the ATF barring database doesn't miss out on any barred person holding a valid nine-digit zip code bearing state photo ID.
To help prevent DHS state ID checking being used to identify gun buyers, it might also be used for employment-related ID checking. Employment-related ID verification would also be very useful to discourage illegal alien invasion. Stores selling tobacco/alcohol and establishements serving alcohol might also be required under state law to check state IDs thorough the DHS system on a random basis to also ensure the DHS system isn't practically useful to build a federal computer database of gun buyers.
Once the gun seller knows that I'm not a barred person, the gun seller would print out a gun sales record form. The app would normally fill out most of the form, with the photo ID image sent to DHS and image received from DHS side-by side. The gun seller would enter the gun serial number and other information on the form, normally via the app. The gun seller would then take payment for his gun (and ammo) and file a printed copy of the form, with the zip code list stapled to it, in his records.
The gun seller would keep each sales record as required by federal/state law (for at least one year), electronically and on paper.
The old way of doing background checks would remain available indefinitely, such as for persons that use a US passport for ID, or for another person living with a barred person. My US passport, which was mailed to me, doesn't have a human readable zip code.
Just tattoo the barcode on your wrist of the back of your neck? Of course, applied by a govt tattoo arteest. That would satisfy the requirements of the 2nd amendme.......... Oh!?

The NICS system in place now works well. It isn’t the issue. The issue is that the leftards want to prohibit private sales altogether. EVERY firearm transaction would have to be conducted with the prescribed registration and attendant paper trail. That is, until they gin up the necessary support for an outright ban.

The existing system works if the government would simply prosecute people who try buying a gun when they legally cannotillegal aliens, court barred, drug users, etc.

it is NOT CONFIDENTIAL if you send your ID to the government - they’ll log the transaction and when they come for your guns they’ll go to your house because they have the record of it.
I hate to sound cold but as with many freedoms, there will be casualties along the way. Heartbreaking but true.
DUIs and DWIs cause FAR more deaths than mass murders each year but even stopping the sale of all alcohol legally won’t stop drinking and the resulting DWIs and DUIs.
You start giving up freedom for a little more safety and it’s a slippery slope.

How about this process—
Buyer gives money or trade.
Seller gives gun and receipt.
So you support gun registration. No.
Why can’t they pass a law that bans collecting the names of people who are allowed to own guns. The only list they should check is the list of those who lost their rights, such as violent ex-cons. Not on that list, you are free to buy. I’m assuming they save every request so they have a de-facto list of gun owners. That pisses me off.
Does someone*/anyone really need a 600+ horsepower mustang? Just think of the lives saved if it was restricted to just 50 horsepower. And 8 cylinders? Don’t get me started. Aren’t there some limits in the car amendment? Whichever one that is. :-)

Under my proposal the ATF would get 55555. Yup, the five-digit zip code of thousands of different people.
Yes, the DHS will get your name and address, along with the ID information of job seekers, and alcohol/tobacco buyers.
A proxy server or disposal smartphone can quite effectively shield the gun seller’s identity.
