The Electron rocket people have quite a nice small (and low-cost) payload delivery system on their hands. Sometime in the past year they started to explore booster recovery using parachutes, for reusability. If they can get that to work, it'll be huge for them.

Yes, I saw the video. :^) The lawyer notes repeatedly that everything is negotiable, that another round of letters raising the offer will be sent out. I’d guess there would be some interval. If they don’t get any takers, maybe they could pursue eminent domain, but it’s more likely that Musk will just consolidate in Florida.
There is an underutilized Spaceport available on Brazils Atlantic coast.
