Vanity - CARES Act (responds to the COVID-19) was introduced 01/24/2019?

According to congress.gov, H.R.748 Coronavirus Aid, Relief, and Economic Security Act or the CARES Act, was introduced in January of 2019 by Rep. Joe Courtney (D).

If this COVID-19 is an unexpected outbreak, how is it that this bill was introduced nearly a year and a half ago?

It was basically amended on top of this bill:

Introduced in House (01/24/2019)

Middle Class Health Benefits Tax Repeal Act of 2019

This bill repeals the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans). The repeal applies to taxable years beginning after December 31, 2019.

The Coronavirus Aid, Relief, and Economic Security Act (H.R. 748),[1] also known as the CARES Act,[2] is a law meant to address the economic fallout of the COVID-19 pandemic in the United States. In its original form, it was introduced in the United States Congress as H.R. 748 (Middle Class Health Benefits Tax Repeal Act of 2019) by Joe Courtney (D-CT) on January 24, 2019[a] although the bill was amended before it was passed.

Well, they amended the bill because it had been passed in both the house and senate, then sent to the house for editing and repassage. They want this bill to go through as quickly as possible without debate, because a lot of it is benefits for illegal immigrants and blue state bailouts, AND AMNESTY.

The bill above was passed by the House and amended. This bypasses all of the House Committee hearings, and speeds up the bill process compared to starting with a whole new bill.

It's the same process used to pass the ObamaCare bill. A bill that was passed by the House was amended in the Senate to the point that the entire text and title were struck and replaced with ObamaCare language.

It still makes for a good conspiracy theory if the Dems use the date to make it look like it took Trump a year to respond to the virus. The Dem base won’t see through it.

The bill was introduced on an unrelated matter, but on March 25, 2020, the Senate replaced its text in whole with the stimulus bill.

Senate Republicans did what Senate Democrats did to get Obamacare - they took an existing House revenue bill and amended it to gut its original content but still call it a House-originated revenue bill.

The House bill original text was totally unrelated. The Senate used this house-passed bill as a form only vehicle, and put in entirely new language in March 2020.

Congress never introduces new stuff. It’s all built upon existing legislation.
