It will not replace gas taxes. It will be over and above the current federal gas tax we already pay.

The DOT would calculate drivers' payments quarterly.

So poor people would have to make a payment every quarter to the government. Sounds like a plan. Except that would require that they have a car new enough to have the special tracker equipment loaded on their vehicle. Cash For Clunkers Reborn!!!

There won't be any trading going on. Gas taxes are imposed by the states, they won't go away. We'll just get both.

For what it's worth, Congress has adopted transportation/highway bills with all kinds of pilot projects like this in the past. Very few of the pilots ever result in any actual implementation in the near future. A perfect case in point has been the ongoing effort by the trucking industry to increase size and weight limits on the U.S. highway system. That issue has been studied to death, and has gone nowhere.

The biggest hurdle to a "mileage tax" on any geographic scale is going to be the enormous cost of collecting the revenue. The fuel tax has a number of major flaws that are starting to become obvious over time, but one of the most attractive features of that tax is that the administrative costs associated with it are miniscule. From what I understand, the fuel taxes are only paid to the government by fewer than a dozen major fuel wholesalers in the entire country. For a "mileage tax," on the other hand, I've seen estimates that the cost of collecting the taxes would be something on the order of 20% of the revenue generated by the tax.

Isn't that the only way you are ever going to get owners of Teslas and other electric cars to pay for road and highway upkeep?

There's nothing in Congress's constitutional Article I, Section 8-limited powers that would reasonably (imo) justify taxing drivers by the mile. So such a tax is just another constitutionally indefensible federal tax imo.

The ultimate remedy for unconstitutionally big federal government run by crook Democrats and RINOs who are oppressing patriots under their boots, unconstitutional federal taxes just one example...

Patriots need to primary federal and state elected officials who don't send voters email ASAP that clearly promises to do the following.

Federal and state lawmakers need to promise in their emails to introduce resolutions no later than 100 days after start of new legislative sessions that proposes an amendment to the Constitution to the states to repeal the 16th and ill-conceived 17th Amendments.
