Your attitude demonstrates a big problem I have with too many doctors. They feel compelled to put artificial chemical compounds into people's bodies when they really aren't needed, and with minimal regard to how those chemicals might affect hormone balances in a complex organism like the human body.

I think what the article is getting at is a targeted prophylaxis. Following the bulls*t of The Who, they want to make sure the whole world is vaccinated prior to boosters in the so called rich countries.
There is an awful lot of opinion in this particular article masking as fact — I think the line you quoted, while it caught my attention, was written to be inflammatory.
I will take your advice and add to my monoclonal statements if not in the Southeast (it is easy to get in other states — Georgia, Texas), to seek advice prior to needing it, especially with the mean incubation of delta to be 3 days.
