When I worked in NYC I learned that one zip code covered just the one building where I worked … and our four-digit zip code extension corresponded to our office suite number in the building.
Pilgrim’s Progress is correct about why it required a nine digit zip code to utilize the email system. Now they know where you live if they aren’t able to identify you by email address or ip address.
..just in case there’s some obscure Federal law which forbids giving false info to a US Representative.
That’s funny considering they lie to us all the time.
If a person has an email address, that means that he has an established profile with some internet service provider. If they use a fictitious zip code to try to remain anonymous there is a good chance that they can be found out. Whether it constitutes some kind of fraud I don’t know - but we are talking about a government that cares so much for their royal subjects.

I have done the same thing to get messages to Dems. Found a vacant lot in their district and used an address between the adjacent buildings.
I was also able to get the ISEU union to modify their donation process. I gave them a $0.01 donation and told them to bill be using Don Ducks address in Orlando. My e-mail address was DemsSuck@Everything.com. They quit sending out bills as an option.
