Errors only Occurred in Presidential Races?

Editor's Note: The following statistical analysis was sent to me by Robert Cook, PE, a nuclear engineer, with an MS in statistical quality control, a software testing specialist and QA manager, who has a track record for analyzing and correcting trends, errors, and mistakes in heavy construction projects (ships, power plants, nuclear reactors, military and aerospace vehicles, etc. for more than twenty years.

Robert Cook presents here a remarkable statistical analysis of the Palm Beach presidential ballot controversy that deserves serious investigation. He says that the controversial 19,120 Presidential race ballots at issue there were "destroyed by deliberate double-punching ballots in Palm Beach County FL with a 'second punch' for Al Gore or Pat Buchanan. (In 1996, an additional 15,000 Dole and Perot ballots were destroyed by double-punching presidential ballots in Palm Beach County, FL. *)

"It uses simplified but wide-ranging statistical comparisons to establish beyond doubt that democratic operatives "stole" by double-punching ballots approximately 15,000 Bush votes in Palm Beach County; and approximately 3,400 additional Buchanan votes."

Ref: Statistical evidence establishes beyond reasonable doubt that 19,120 Presidential race ballots were destroyed by deliberate double-punching ballots in Palm Beach County FL with a "second punch" for Al Gore or Pat Buchanan. (In 1996, an additional 15,000 Dole and Perot ballots were destroyed by double-punching presidential ballots in Palm Beach County, FL. *)

The national error rate of double-punching ballots is less than 1/2 of one percent, or at most, 1800 ballots in all of Palm Beach County, with the errors between all races and all candidates.

19,120 double punched ballots -all in one race, with "errors" only occurring two Presidential races against Republican opposition - is 33,000 "too many" to be an accident.

The news media is utterly focused on the Democratic Party spin that voters were "confused" in Palm Beach, FL. They are ignoring the 15,000 Bush and 3,400 Buchanan votes that statistical evidence can show were stolen by fraud in these 19,120 ballots.

There is explicit statistical evidence of massive ballot tampering in Palm Beach FL. These ballots show Democratic voter fraud....NOT Republican fraud or "voter error" as publicized by the national media. Statistical evidence cannot prove any single ballot was tampered with, nor show which individual tampered with any single ballot. It can show specific places and times and methods where the fraud was done. (For example, if 15,000 dollars are missing from the register the day after your cashier left on a Los Vegas vacation, there is no direct evidence that the cashier stole the money. If, however, 19,120 dollars are missing from the register the next year when the cashier again leaves for vacation in Los Vegas, one has reason to investigate the cashier closely.)

Consider these "unusual" ballot problems in Palm Beach, FL - every one of them adds more Gore votes, and removed Republican and Reform party votes.

ONLY Palm Beach County Florida voters seem incapable of understanding and using this style of ballot.

Palm Beach County has an error rate TEN TIMES larger than reported in ANY other county in the nation using paper punch ballots! No information is available about the number of ballots invalidated for previous primary, state, and the 1998 Congressional votes. Unless an equal number (equal proportion of "invalid ballots" per primary voter) of ballots was double-punched in the 1996 primaries, the 1998 primaries, and the 1998 Congressional races ..... the Palm Beach election officials are specifically guilty of deliberate ballot tampering fraud in the year 2000 Presidential elections.)

ONLY in Palm Beach FL were 15,000 ballots "invalidated" (for double punched ballots) in the 1996 Presidential election. (This is almost unique among the entire nation! (Certain central city Democratic precincts in Chicago reported 120,000 double-punched ballots; and Duval County in Florida reported 22,000 double-punched ballots. Neither used the same arrangement of candidates as at Palm Beach. This shows that "lining up" buttons was NOT actually an issue at Palm Beach, but was created as an excuse to blame the symptoms of fraud at Palm Beach.)

One early excuse given to the national news media by Democratic "spokesmen" to explain the Palm Beach fraud was that people were 'exchanging" their double-punched ballots - and were given new ones...If so, over 26 people per minute "were confused" and voted twice for President! This many errors were supposedly made, detected, and corrected (by handing out new ballots) while no person made any "error" in any other race. This excuse would also mean that more voters were being handed new ballots per minute than new voters were being signed in. (19,120 "double punched" Democratic ballots divided by 12 hours, there are fewer than 100 precincts in Palm Beach County where the precinct level returns are suspect . Significantly, the massive number of errors occurred only in a few of the precincts, and all of those precincts were strongly Democratic. In precinct 144F, for example, there was only one "counted" republican voter for president.)

However, the "double-punched" ballots counted in the election were NOT exchanged, and were actually read by the voting machine. They are the symptom and the method of the fraud. There is no reason for this early Democratic Party statement other than that of beginning a cover-up for the double-punched ballots.

Not surprisingly, this early fable was not maintained, and has not be repeated. It also has not been retracted or contradicted by follow-up stories in the national news media.

ONLY in Palm Beach (and in ONLY the most heavily Democratic precincts) were 19,120 ballots rejected in 2000 for double punching....(This is a 4.4% error rate overall; in the rest of Florida there is less than 1/2 of ONE percent "double punch" error rate! (Unofficially, this error rate was 15% in predominately Afro-American precincts, and 10% in precincts with large numbers of Jewish retirees.) In strongly Republican precincts, the error rate was the "usual" 1/2 of one percent.) San Diego County has 800,000 voters, and (overall) has more senior, retired, minority, and new immigrants than does Palm Beach County. Since all of these were represented the 1992, 1996, and 2000 results in the San Diego double count totals, there can be no excuse for "innocent errors" in Palm Beach.

ONLY in Palm Beach did this "double punch" error happen ONLY in the Gore-Bush-Buchanan selections for President. (In a truly random "error," the mistakes happen in every race, all at about the same rate. In Palm Beach, the massive errors (over 19,000) ONLY happened in the Presidential race.)

ONLY in Palm Beach has the news media complained about "massive" ballot confusion. In the 43 counties in.......

Police Say Florida Democrat Had a ‘Votomatic’ in His Car

Nov. 15 — Several days after presidential votes were tallied in what has become the hotbed of Florida’s post-election confusion, police in Palm Beach County confiscated a ballot-box mechanism from the car of a well-known local Democrat.

The mechanism, called a “Votomatic,” did not contain any ballots. It’s a device used on some types of ballot boxes to punch votes through ballot cards, which are then tallied by computers.

According to a police report filed at the Palm Beach County sheriff’s office and obtained by ABCNEWS, Irving Slosberg, 53, pulled the mechanism from his car and handed it over to police on Nov. 11 after denying to a county government employee that he had it.

When told of the incident, Palm Beach County’s supervisor of elections, Theresa LePore, declined to press charges, according to the report.

“She noted that this incident did occur during the hand count of the presidential election and LePore stated she did not wish to pursue further this matter at this time due to extenuating circumstances,” it said.

No further action was taken.


Slosberg, a 53-year-old resident of nearby Boca Raton who owns a handbag company, recently won a seat in the state Legislature amid allegations he tried to buy his election.

The officer who filed the report, Deputy Sheriff Daniel Grose, had been working a special elections detail when he was contacted by Denise Cote, director of public affairs for Palm Beach County. Cote said she believed Slosberg had an official Palm Beach County ballot box, according to the police report.

Cote told the deputy she first wanted to speak with Slosberg alone to convince him to give the machinery back, but she asked the officer to stand by. Ten minutes later, Cote returned to the officer and said Slosberg had become confrontational and denied having the mechanism.

“I asked Mr. Slosberg to return it to me, and he said no, he intended to use it,” Cote told ABCNEWS.com. She said Slosberg did not say how he wanted to use it and he declined to say how he had obtained it.

“I was told by the county’s attorney’s office that it must have been taken from a voting booth, because there was no other way that he could have obtained it,” Cote said.

When the officer asked Slosberg whether he had the item, Slosberg led the officer to his car and handed over the Votomatic, according to the police report.

Just days before a Democratic runoff, which he won, his opponent, incumbent Curt Levine, filed a state ethics complaint, accusing Slosberg of trying to buy the election by giving away thousands of handbags and paying retirees phony consulting fees.

Slosberg’s defeat of Levine practically guaranteed him a term that reportedly pays nearly $27,000 a year for representing the Boca Raton district. On Nov. 7, he defeated a lesser-known write-in candidate, Robert A. Sloan III, in the general election.

In the primary election, Slosberg had barely squeaked past Levine. He reportedly had 50.5 percent of the votes to Levine’s 49.5 percent.

Palm Beach Post political columnist wrote Monday that Slosberg had been “schlepping” the mechanism around the county government center “like a traveling election equipment salesman.”

“He was happy to provide a demonstration of the county’s ballot problems for anyone with a TV camera last week,” wrote columnist George Bennett.

But Slosberg was no longer toting the visual aid Saturday night, after Mary McCarty, a Palm Beach County commissioner, demanded to know how he got his hands on a piece of official county voting machinery, Bennett wrote.

“It disappeared,” Slosberg said Sunday when asked about the Votomatic.

Your analysis will not be 'proven' wrong because you hit the ball out of the park with your first swing! Clearly, the democrat machine cheated in 2000, one of their operatives was found to have a 'spare' punch machine in his trunk! The media don't want the truth open to the general national populace because it would potentially decrease the money the networks would make with close races and decrease the democrat power which the debauched networks depend upon.

Yes he was .. and this constant harping is just another democrat strategy to keep people from seeing or finding out the truth about what really happened in FL.

I was sure it was a staged mess when the DEMOCRAT election official was found to have a ballot machine in her car. And .. if anybody was paying attention .. ALL THE DISTRICTS IN FL THAT HAD ANY PROBLEMS .. THOSE DISTRICTS WERE RUN BY DEMOCRATS.

If 19,120 is 33,000 too many, then this guy - despite his impressive credentials - needs to go back and take 3rd Grade math over again.

15,000 from '96 plus 19,120 from 2000 minus 1800 it should have been equals 32,320 or roughly 33,000 too many. It makes sense doesn't it?

Remember all the hanging chads? The easiest way to create those is to stack ballots up in a box and multiply punch them. That's who going to the electronic touch screens is such a good idea.

That doesn't even include the military votes Gore had thrown away in Florida because he knew they had voted for Bush and not him.

Fraud most likely occurred several different ways in the different counties, and at different times as well.

More confusing, "deliberate fraud" does get mixed in with "accidental double punches" and with "confused (or manual) double punches." Worse, the democrats deliberately started confusing the whole issue with double-punching WITH their claims of confusion in the "butterfly ballot syndrome."

Fraud IS NOT an issue with the butterfly ballot, but the butterfly ballot CAN BE used to cover up fraud, and also to show where fraud happened. See, I believe that at least some, perhaps several hundred votes in all, of the Buchanan-Gore double punches WERE CAUSED by an attempt at fraud that some democrat operator simply screwed up. When the democrats discovered their error sometime around 3:00 pm, they immediately began the "push-polling" phone calls from Texas to cover-up their error and start their appeal to the news media.

(Push-polling to Palm Beach precincts started well before ANY ballots were counted, but the democrats KNEW they had to explain double Buchanan-Gore votes!)

Let's call a "manual double punch" one where there are two punches on the
ballot in the presidential race, and they are caused by somebody punching
two holes because they got confused somehow because of the democrat-designed
ballot.

Call a "fraudulent double punch" one where some democrat deliberately
punched one or more ballots with a Gore vote, thereby either removing a
Bush, or Buchanan, or Libertarian vote, or converting a "Blank" (protest)
vote into a Gore vote. Fraudulent double punches will happen ONLY in the
presidential race, and will ONLY be represented by a "Gore+somebody else",
or (as I suspect!) a "Buchanan + somebody else" when the cheater
double-punched the WRONG hole. unfortunately, since the ballots have been
multiply shuffled, creased, and "folded, spindled and mutilated" during the
recount, we can never find the "blank/protest" ballots converted to Buchanan
and Gore votes.

Call an "accidental double punch" one where some random errors have occurred
accidentally in randomly scattered places on the ballot. Accidents, by
nature, are mistakes, and will be randomly scattered across all ballots, and
across all races on the ballot.

Call a "blank ballot" a valid vote in all regards, but one where the voter
DELIBERATELY left no vote in one or more races. Usually, this happens in
lower races, where the voter has no preference, no knowledge, or simply
doesn't care. RARELY - the voter will leave a blank presidential
(top-of-the-ballot) race blank, but even the nbr two race in FL for the
Senate seat had consistently fewer votes than the presidential race.
Further, the difference between presidential and Senate votes was consistent
across all counties in FL -> EXCEPT in the those specific counties where
democratic fraud is suspected.

Call a "presidential protest ballot" a valid vote in all regards, but one
where the voter DELIBERATELY left no vote in the presidential race.

This brings back memories! Your article mattered during those difficult weeks when the left was working to steal the election.

We KNOW much can't be proven...it doesn't have to be. We were there. We witnessed enough to KNOW, and remember, and share.

I always thought this is exactly what they did there. Now I suppose they will find a way to mess with the computer to assure a democrat win in Florida. I don't trust elections anymore after seeing that outright attempt to steal the Presidency before the eyes of the world, and then to turn it around and say the victim of their fraud is the one who cheated.
