Yes that is a TOW. Those optics are infrared optics for nighttime or low visibility use.
I'll pass on the date with Nadler.

That is a TOW missile launcher.
Tube launched Optically tracked Wire guided missile.
The TOW 2B has an effective range of 4075 meters.
Those sensors / optics are exactly that, it is a thermal/optical laser tracking and targeting system.
This baby is BAD!
The M2 and M3 Bradly has this same system integrated with it's 25mm maingun 7.62 coax weapons system.
