Neighborhood bullys are off duty correctional officers

My new neighbor is in a heated feud with his next door neighbors who happen to both be correctional officers. Every near neighbor of these officers has had a run in with them including myself. Recently they have focused their hate and discontent on my new neighbor who moved in next door to the officers and in-between them and us. The off duty officers have purposely shoveled dirt onto my neighbors deck. They have actually come on to my neighbors deck and thrown their plants into the river (we live on a river) and have sprayed weed killer on their plants and have tried to dig up a palm tree well within the properties boundaries. They also constantly verbally and profanely abuse them when my neighbors are on their deck.
The sheriff has been called (we live in an unincorporated area) and the deputies have visited my neighbor in person on numerous occasions including last night. Each visit the deputy says the same thing, there is nothing they can do about it and it is a civil matter.
I'm sorry but that does NOT sound right to me. These out of control officers are harrassing my neighbors and are vandalizung their property. Why can't the authorities put a stop to this (not enough money in it ???) What are we paying them for ???
Does any legally astute person have a suggestion to stop these people before it turns ugly and someone gets hurt ???

I'm wouldn't call myself legally astute, but I know that there must be something the sheriff can do. I wouldn't take no for an answer.

Get photo's of them in action, date stamp the first photo with the front page of your local paper. Call the State Police then a good attorney.

Video, video, video.
Without evidence there is nothing that can be done. If your neighbor gives the sheriff a video of their neighbors doing something (and always keep a copy, just so the tape doesn't get lost as a matter of professional courtesy) they will have a much harder time blowing it off.

Pictures were taken last night and shown to the deputy. He still claims there is nothing he can do. These two have actually accosted my neighbors wife INSIDE of their house and the deputies won't do anything. The officers are a married straight couple.

Videotape them and try to get one of the local TV News muckraker/consumer advocates to air it. They will love it because it's scandelous. The sherriff will have to get off his butt then.

The sheriff is telling you he WON'T do anything. So you must put his position at risk if you want anything done. Call in the media and announce a recall effort.
Call the corrections officer's bosses, too.

If you have to ask: Get a trustworthy lawyer.
Is anyone looking to buy you and your neighbors properties for development or anything? These thugs could be doing some sort of professional harrassment to force out you property owners. Still, the reason doesn't matter, as reported those actions are criminal. The a good lawyer can help you get protections -- a court order for the thugs to stay X feet away, or at least convince the local judge to force the deputies to act.
Sorry you all will have to bear some burden of expense, but that should be the most effective and long term inexpensive thing to correct the problem.

Forget the cops. Take the tape to your local TV station as well as any and all newspapers. Also, if need be contact local internal affairs, or state or federal law authorities and tell them there is a gang of rogue cops terrorizing your neighborhood and a code of silence prevents any action from being taken.

The sherif will be no help.
Start to document their behavior as well.
Just one thing. Be very carefull. Most prison guards would be inmates if they could not be guards.
Your friend should document the threats very well and arm himself. Once that is accomplished, ventilate the guard next time (s)he comes into the house un-invited. Make sure you kill him.

1) Take the films and file a claim in small claims court for financial damages.
2) Go to court and ask for a restaining order. The sheriff will have to enforce that.
Of course, courts in CA are not necessarily interested in the law, but it would work elsewhere, and maybe even in CA.
