President Bush Signs Unborn Victims of Violence Act of 2004
Remarks by the President at Signing of the Unborn Victims of Violence Act of 2004
The East Room

2:57 P.M. EST

THE PRESIDENT: Thank you for coming. Thank you all. Please be seated. Thanks for the warm welcome. (Laughter.) Welcome to the people's house, the White House. I'm pleased that you all could be here for the first bill signing ceremony of the year 2004.

President George W. Bush signs H.R. 1997, the Unborn Victims of Violence Act of 2004, in the East Room Thursday, April 1, 2004. The legislation makes it a crime to harm an unborn child during an assault on a pregnant woman. Pictured are, from left: Sen. Mike DeWine, Sen. Orrin Hatch, Rep. Melissa Hart, Carol Lyons, Buford Lyons, Sharon Rocha, Ron Grantski, Tracy Marciniak-Seavers, Cynthia Warner, and Stephanie Alberts. White House photo by Paul Morse. The Unborn Victims of Violence Act provides that, under federal law, any person who causes death or injury to a child in the womb shall be charged with a separate offense, in addition to any charges relating to the mother. (Applause.) As of today, the law of our nation will acknowledge the plain fact that crimes of violence against a pregnant woman often have two victims. (Applause.) And therefore, in those cases, there are two offenses to be punished. Under this law, those who direct violence toward a pregnant woman will answer for the full extent of the harm they have done, and for all the crimes they have committed.

I appreciate members of the United States Congress who have joined us today. Majority Leader Bill Frist is with us from the Senate. Thank you for coming. Majority Leader Tom DeLay of the House of Representatives -- (applause.) Members from both political parties have joined us. I appreciate the members on stage here, House bill sponsor, Congresswoman Melissa Hart from Pennsylvania, is with us. (Applause.) Senate sponsor, Senator Mike DeWine from Ohio, is with us. (Applause.) And the Chairman of the Judiciary Committees, Senator Orrin Hatch and Congressman Jim Sensenbrenner, are with us, as well. (Applause.) Thank you all.

I appreciate those in attendance today from across the country who have worked hard to get this bill passed. I also want to thank Sharon Rocha and her husband, Ron Grantski, for joining us today. (Applause.)

This act of Congress addresses tragic losses such as Sharon and Ron have known. They have laid to rest their daughter, Laci, a beautiful young woman who was joyfully awaiting the arrival of a new son. They have also laid to rest that child, a boy named Conner, who was waiting to be born when his life, too, was taken. His little soul never saw light, but he was loved, and he is remembered. (Applause.) And his name is forever joined with that of his mom in this statute, which is also known as Laci and Conner's Law. (Applause.) All who knew Laci Peterson have mourned two deaths, and the law cannot look away and pretend there was just one.

Each of these families on this stage has lost a child, or a grandchild, or both. Carol and Buford Lyons, Tracy Marciniak-Seivers, Stephanie Alberts, Cynthia Warner -- I thank you all for your courage for coming today. (Applause.)

President George W. Bush speaks before signing H.R. 1997, the Unborn Victims of Violence Act of 2004, in the East Room Thursday, April 1, 2004. White House photo by Paul Morse. As these and the other families understand, any time an expectant mother is a victim of violence, two lives are in the balance, each deserving protection, and each deserving justice. If the crime is murder and the unborn child's life ends, justice demands a full accounting under the law.

Until today, the federal criminal code had been silent on the injury or death of a child in cases of violence against a pregnant woman. This omission in the law has led to clear injustices. The death of an innocent unborn child has too often been treated as a detail in one crime, but not a crime in itself. Police and prosecutors had been to crime scenes and have shared the grief of families, but have so often been unable to seek justice for the full offense. The American people, as well, have learned of these cases, and they urged action. The swift bipartisan passage of this bill through Congress this year indicates a strong consensus that the suffering of two victims can never equal only one offense.

The moral concern of humanity extends to those unborn children who are harmed or killed in crimes against their mothers. And now, the protection of federal law extends to those children, as well. With this action, we widen the circle of compassion and inclusion in our society, and we reaffirm that the United States of America is building a culture of life. (Applause.)

It is now my honor to sign the Unborn Victims of Violence Act of 2004.

(The bill is signed.) (Applause.)

PRESIDENT BUSH SIGNS UNBORN VICTIMS OF VIOLENCE ACT (“LACI AND CONNER'S LAW”) WITH MEMBERS OF VICTIMS FAMILIES;
NATIONAL RIGHT TO LIFE COMMENTS:
"IF KERRY WERE PRESIDENT, TODAY WOULD BE A VETO CEREMONY"

WASHINGTON (April 1, 2004) – Surrounded by parents and grandparents of those who died in two-victim crimes, President Bush today signed into law the Unborn Victims of Violence Act, also known as “Laci and Conner's Law.”

“As these and the other families understand, any time an expectant mother is a victim of violence, two lives are in the balance, each deserving protection, and each deserving justice,” the President said.  “If the crime is murder and the unborn child’s life ends, justice demands a full accounting under the law.”  (The President's complete remarks are posted on the White House website:
http://www.whitehouse.gov/news/releases/2004/04/20040401-3.html

The bill (H.R. 1997) passed the House of Representatives on February 26, 254-163, and the Senate on March 25, 61-38.   The National Right to Life Committee (NRLC) was consulted in the drafting of the legislation in 1999, and coordinated the coalition that worked for its enactment.

“Senator John Kerry voted against Laci and Conner’s Law, and if Kerry were president, today would be a veto ceremony, not a signing ceremony,” said NRLC Legislative Director Douglas Johnson.  “Polls show about 80 percent of Americans recognize that crimes like the killing of Laci Peterson and her unborn son, Conner, have two victims – but Kerry thinks there is only a single victim.”

President Bush was joined on the stage by six women and men who have lost both their daughters and their unborn grandchildren in violent crimes:  Sharon Rocha and Ron Grantski (victims Laci and Conner); Carol and Buford Lyons (victims Ashley and Landon); Cynthia Warner (victims Heather Fliegelman and Jonah); and Stephanie Alberts (victims Christina and Ashley Nichole).  Also present was Tracy Marciniak Seavers, who survived an assault that killed her unborn son, Zachariah.  These people can be contacted through NRLC at 202-626-8820 or Legfederal@aol.com.  Their stories are posted at
http://www.nrlc.org/Unborn_Victims/Two_Victims/index.html

Prior to the public ceremony, several of the family members shared with President Bush powerful photographs of their lost loved ones, born and unborn -- photos that also were displayed on the floor of the Senate during the debate on March 25.   These photos are posted on the NRLC website at http://www.nrlc.org/Unborn_Victims/mediaadvisory032504.html#FAMILY_MEMBERS_SPEAK_OUT

Carol Lyons said at a March 25 Capitol Hill press conference, “I’m appalled that Senator Kerry voted the wrong way.  He’s running for president of the United States, and he doesn’t believe there are two victims. . . . I know my grandbaby was real. . . . I have two victims.”

NRLC has created the most extensive resource center on the Internet on unborn victims of violence, the Unborn Victims of Violence Act, and state fetal homicide laws, at

What a wonderful, wonderful day. I hope we have many more celebrations of pro-life legislation, until we have no more elective killing of some of our children and no more discrimination against the unborn in the name of choice!

What a stark contrast this draws between George Bush and John Kerry. The first is a man of principle, the latter, an opportunist.

I will vote for President Bush. Again!

There isn't a dimes worth of difference between the 2 parties...except national defense, taxes, and the right to life...which are my 3 most important issues. Sadly, I will be voting for Dubya again because he has remained a strong advocate for the issues I hold dear. If it wasn't for the fact that the 'rats vote against these issues, I too could claim to be a right wing independent.

Someday I will stand up against the demican-republicrat conspiracy and place my vote behind a loser who can't win or change anything...like so many 3rd party fringe Freepers. Until then I guess I will have to actually use my brain. God Bless Dubya, and damn to Hades the people who encourage the enemy.
