North Korea Turns Down U.S Proposal

North Korea Turns Down U.S Proposal U.S Presidential Security Adviser Condoleeza Rice said during her visit to Seoul that the U.S. would offer “surprising compensation” to North Korea if the North scraps its nuclear weapons program. Han Seong-ryol, the North Korean deputy ambassador to the U.N., turned down the U.S. proposal Monday, saying, “North Korea is not interested in it.”

In being asked about the North’s responses to the U.S. suggestion, Deputy Ambassador Han said in a phone interview, “The U.S. nuclear program abandonment first, compensation later proposal is nothing new... Considering the situation in which mutual distrust has built up for 50 years, there cannot be unilateral disarmament.” Han repeated North Korea’s existing stance that the North abandon its nuclear weapons and the U.S. simultaneously gives security guarantees and economic aid to Pyongyang. In regards to the U.S. message urging the North to believe it, Deputy Ambassador Han said, “When a superpower like the U.S. doesn’t believe us, it is difficult for us to believe Washington first... A big country should first believe a small country.”

When asked if North Korea might follow Libya’s example of voluntarily scraping its nuclear weapons program, Han answered, “The Libyan case is different from that of North Korea. The U.S. and Britain quietly negotiated with Libya for eight months. But there have never been negotiations with us in any form.”

“As the North has always argued, if U.S forces stationed in South Korea are withdrawn or reduced in terms of respecting the independence of the Korean race, it is right thing to do. The current USFK reduction, however, is the relocation of USFK to rear areas in order to preemptively attack the North," said Han. "We strongly delivered this position on the redeployment to the United States through a channel.”

Remember when Mad Maddie was dancing her little flower petal dance after you guys promised to dismantle your nuc program??? You lied to us!

Now, either accept or offer, or you will be surrounded by nuclear tipped missles, you little piss-ant!

I have another take on this should Bush lose (won't happen by the way). Should Bush lose the election, and I were a third world dictator, those last three months of the Bush Presidency would make me very very nervous. When he has nothing to lose, Bush might just take off the gloves.

Run the clock out. That's their strategy. Run the clock out.

If we were negotiating with a tough adversary, but we had inklings they were going to have a Western democratic revolution in a few months (i.e. a new government more favorable to us) for sure we would do the same thing, i.e. we would stall in order to deal with a government to our liking and benefit.

It is so clear that North Korea SLOBBERS at the prospect of a Kerry Administration. I don't know why more is not being made of this in the campaign...it makes the Kerry choice look untenable for national security reasons.

Koreans are really hard to do business with (in general) as well. Closing a deal is more the beginning of negotiation than the end.

Big surprise, huh?

I saw a documentary on the satellite civilization channel about N.Korea, outlining the society and human right abuses.

Among other things, there were actual BILLBOARDS which read in translation "We will defeat the US with nuclear bombs."

Just food for thought.

Turning down any proposals is just part of the strategy, IMO. NKorea is buying time for their nuclear weapons program and (from their point of view) helping john-john win the election by proving that the Bush Administration foreign policy is flawed.

Well, if the "small country" happens to be Taiwan, and the "big country" happens to be the PRC, then I would tend to agree with that assumption.

However, if the "small country" happens to be a cloistered, despotic, monarchical communist state, then I'd tend to prefer the opinion of the "big country."

The "Hemit Kingdom" cannot be trusted!

No, he wouldn't do that. He'd confer with the Kerry folks and wouldn't do anything serious without a Kerry signoff. That is the difference between class (Bush) and dishonorable pissants (the Dims).
