I live in Northeast Philly, and can tell you that getting a permit to carry a handgun in the city is next to impossible, as far as state lines, that depends on the which state you travel into or from. The best thing you can do is ask the local police, or just go with a taser or mace.

I am also 5' tall with small hands. I have a Colt 380, fits perfectly. Have her handle several different models and see what is comfortable for her. That's what my husband did. Also see that she gets plenty of practice at a shooting range with a qualified instructor so she is confident handling it.

My wife loves her Walthers PPK Stainless. Small caliber (.380), but an effective, SAFE gun. Liked it so much I got another for myself. For those capable of carrying one, the trusty 1911 .45ACP wins for stopping power and reliability in MY book. Personal preferences only.

I considered that. For a while, I had life insurance through the NRA, and she didn't off me then. I don't plan on pulling a McGreevey any time soon, so I think we're cool.
