Nevada AB-232, CCW "On the person" and interstate carry for L.E.

AB-232 was heard in the Nevada assembly judiciary committee today.

I attended the hearing, paid lobbyist John L. Wagner was the only one there who I recognized.

AB-232 does two things.

1. As used in this section, “upon a person” means actually on a person or in a container carried by a person".

It would codify the current A.G Opinion allowing firearms carry in a vehicle. This "upon the person" language may be important, as it would prevent a future A.G. easily taking vehicle carry away from us by merely changing the opinion.

The point was brought up that the definition of a "concealment" in a container a person carries is vague, and could lead to persons being charged for carrying in a container that is generally recognized as being designed for firearm carry with no intent of concealment. As a result the committee is looking into amended language.

I somewhat fear that the "upon the person" language may be deleted completely if the definition of lawful container remains a problem.

2. Today's testimony made it very clear that L.E. supports the bill for what it gives them, interstate CCW, not for what it gives the peons.

Chairman Bernie Anderson (D-Sparks) took the opportunity to restate his strong bias against ANYTHING that might even microscopically lead to any CCW reciprocity for the peasants.

3. The federal law this bill attempts to bring Nevada into compliance with is flawed, it requires yearly re-certification, which may be a real barrier to many retired L.E. due to time and expenses.

I also find myself wondering if Bernie/ NV L.E. intends to require that holders of these L.E. Interstate CCW's list the guns they intend to carry by SN#, Make, and Model?

That is the requirement for civilian CCW, will L.E. be more privileged, able to carry without having to list only guns they have qualified with?

We need to ensure that NATIONAl CCW for civilians is passed at the federal level, ASAP.

This may be the only way assembly chairman Bernie Anderson will ever swallow his bile and allow CCW reciprocity for Nevada.

I do know that a bill draft has been submitted in the assembly to allow CCW reciprocity, but there is no bill number yet. Given Bernie's blatant hostility I am not optimistic for it's success unless Nevada citizens show their support in massive numbers.
