Is this something a police sniper could easily resolve?

Lol, I'm just being practical. Maybe they could come at him with a helicopter and a butterfly net. Just seems ridiculous that there's some kind of stand off with this nut - like you say, just put a net down and shake it. Personally I wouldn't bother with the net, lol....
