Iran pledged to restart part of its nuclear program on Monday after the European Union missed a deadline to deliver proposals for economic and political incentives.
The EU asked for an extension of an Aug. 1 deadline to submit proposals, saying they would be ready by Aug. 7. The EU is offering the incentives so Iran will limit its nuclear program.
A senior official with Iran's nuclear program told Reuters news agency on Sunday that plans to enrich uranium would definitely proceed.
"As we did not receive the EU proposal, naturally we will definitely resume work at the Isfahan plant tomorrow," said the official, who refused to be named.
Several Western officials, who declined to be named, expressed concern at the Iranian move. A British official called it a "dangerous step" while European diplomats said a "generous" offer that included "security guarantees" was being finalized for presentation this week.
One diplomat tied to the International Atomic Energy Agency qualified the proposed deal, noting that no one could deliver a "100 percent guarantee" against invasion.

A group of political, cultural and student activist gathered in front of Akbar Ganji's house in Tehran on the night of Saturday July 30 and held a candlelight vigil. They read poems, prayed for Ganji and demanded his release.
According to the report by Iranian Students News Agency (original in Persian), this gathering was held at the invitation of the university students organization Office for Strengthening Unity.
During this gathering, poets Simin Behbahani, Yazdanpanah, Raouf Taheri, Bordbar and Reza Ansari recited poems. Also, the participants lighted candles, sang songs and demanded freedom for all political prisoners. Among the participants were the following: Abbas Amir-Entezam, Mousavi Khoeini, Fatehemh Haghighatjou, Rajabali Mazrouei, Zohreh Aghajari, and Ali Afahsri.
Ganji's wife, Massoumeh Shafiei, told the crowd that she is coming from Ganji's visit. She then described Ganji's physical condition as poor but said he is in good mental shape. She pointed that many officials and political figures are intervening for Ganji's freedom and said she is hopeful that her husband will be freed soon.
