An Islamic state would require one (bad ass) ruler or a tight circle of family/tribe members.

There are too many power mad dictators in the Islamic world to make for a single state. Before they could take over the world they will fall to fighting between each other.

As for a number of states working together for a single cause? Well, we can see how that is working now.

These are people that can't even conduct a decent small unit conflict. The Ansar al-Sunnah composed of native Iraqi Sunni's and heavily salted with former regime members from the Iraqi Army and Republican Guard are the only group to actually set up multilayered attacks and occasionally try to engage US forces in a real fight.
