Problems were probably "out of hand" before the last evacuee headed out. Sad but true, there are many in that area (and a lot of them not even FROM that area) who were probably looting as fast as they could before the storm hit.

Something like that happened here (Panama City, FL) during Opal. A county official (Emergency Management Director) became very dictatorial in the aftermath of the storm. He had the Sheriff block home-owners from returning to their homes long after it was safe to do so.
The clod thought he was so popular and handled the storm so well that he decided to run for county commissioner (gave up his E.M. job to do so). He got only a handful of votes, so he asked for his old job back. He got a big NO and ended up selling used cars for a local dealership.
But here's where it gets wierd. In 1998, he won a pile of money in the state's lottery and took off for parts unknown.
Yes, biblical proportions indeed. Anyone remember Shep Smith proclaiming that New Orleans had "dodged the bullet" yesterday afternoon? Actually, he said it several times. What a doofus.
In New Orleans? Probably when Andrew Jackson's troops occupied the city during the War of 1812.

Without electricity, cell phones, or other mass media in NO, there is no way to spread the word quickly about Martial Law in NO. Many of the survivors are going to find out the hard way... especially any looters...

Anywhere...Wikipedia says it was declared in Idaho in 1899. I can find no more references of it happening in the US (After my shallow search).
