Fed. Govt sent emergency supplies to Louisiana as early as Tuesday [From AP]

Read the article below from AP. Fed. response was immediate and timely - within 24 hrs., contrary to recent revisionism:

As dawn broke on the day after Hurricane Katrina's landfall, emergency officials in the Gulf Coast states faced the sobering reality of the storm's devastation. With confirmed deaths now past 50, Mississippi's governor warned that the toll in one county alone could rise to 80.

The death toll soared with the grim discovery of numerous bodies in the remains of a Biloxi, Mississippi, apartment complex. Authorities said the count of lives lost is certain to rise as rescue workers reach victims in other flood-ravaged neighborhoods.

Even with Katrina swirling away to the north as a tropical storm, two different levee breaches in New Orleans sent a churning sea of water coursing through city streets.

"The hurricane was scary," Scott Radish told The Times-Picayune. "All the tree branches fell, but the building stood. I thought I was doing good. Then I noticed my Jeep was under water."

Across the Gulf Coast, boats rescued people clinging to rooftops, hundreds of trees were uprooted and sailboats were flung about like toys after Katrina crashed ashore yesterday in what could become the most expensive storm in U.S. history.

The federal government began rushing baby formula, communications equipment, generators, water and ice into hard-hit areas of Louisiana, Mississippi and Alabama, along with doctors, nurses and first-aid supplies.

The U.S. Defense Department sent experts to help with search-and-rescue operations.

"We pray that the loss of life is very limited, but we fear that is not the case," Louisiana Gov. Kathleen Blanco said.

New Orleans, relieved to have missed the brunt of the killer hurricane, found itself dealing with a second, creeping disaster on the day after the storm.

This doesn't tell the whole, correct story.
Pres Bush declared LA and MS a federal disaster area two days before the storm hit (unprecedented)...this allowed FEMA to send resources to be in place BEFORE the storm hit. According to Fox News (Friday night Bill O'Reilly show intervieww with COL David Hunt), before Katrina made landfall FEMA had already prepositioned tons of food water fuel and vehicles/helos in place at Baton Rouge (out of the storm's damage path)...and also had 6,000 LA Guard and 1,000 extra police in Baton Rouge, all waiting to be called in by the Governor as sooon as the storm abated. Apparently she did not call them in. The Governor had no communications plan to deal with outages in New Orleans, except to hold press conferences from Baton Rouge and cry for help.

Finally FEMA apparently moved in on their own and did what they could, in coordination with who they could find, in areas where they could figure out they were needed.

No wonder it was chaos.

This sound slike FEMA trying (at least early on) to stay within the lines of command and control and give the Governor of Louisiana a chance to properly execute her authority to control the situation. She never did.
Interestingly, I read that the Governor of Wisconsin, frustrated by not having his calls offering asssistance returned, declared his own "state of emergency"...so he could legally send responders to Louisiana to help.

Travis McGee in an earlier reply to another thread has provided the coffin and wooden stake to handle the soon to be former mayor of N O's.

I hope that sooner or later the MSM discovers that New Orleans did have a written emergency plan to cover the evacuation of the poor, but that the idiot mayor of New Orleans ignored it, and allowed the evacuation buses to be ruined by the flood, forgotten.

The city leaders had at least two full days to use these hundreds of buses to evac the poor, exactly as their own emergency management plan called for. Here's the southeast Louisiana evac plan supplement, most recently revised in 2000. Go to page 13, read paragraph 5. It states:

5. The primary means of hurricane evacuation will be personal vehicles. School and municipal buses, government-owned vehicles and vehicles provided by volunteer agencies may be used to provide transportation for individuals who lack transportation and require assistance in evacuating.
