The "Broken" Plan. A plan is broken if the basic premise is false. 72 hours is not adequate to evacuate and too soon to evacuate based on current hurricane track modeling. Too many cry wolf situations would ensue if it was slavishly adhered to.

Meanwhile you see the effect of a weak state government when it was truly needed. Louisiana is a bunch of local fifedoms knitted together. They don't have any sense of community like you would think between the major cities. Compare Baton Rouge and New Orleans to the response San Antonio would have for Houston. No comparison. Deep seated parochialism has the major players in Louisiana at odds with one another.

"III. EVACUATION ORDER

A. Authority

As established by the City of New Orleans Charter, the government has jurisdiction and responsibility in disaster response. City government shall coordinate its efforts through the Office of Emergency Preparedness

The authority to order the evacuation of residents threatened by an approaching hurricane is conferred to the Governor by Louisiana Statute. The Governor is granted the power to direct and compel the evacuation of all or part of the population from a stricken or threatened area within the State, if he deems this action necessary for the preservation of life or other disaster mitigation, response or recovery. The same power to order an evacuation conferred upon the Governor is also delegated to each political subdivision of the State by Executive Order. This authority empowers the chief elected official of New Orleans, the Mayor of New Orleans, to order the evacuation of the parish residents threatened by an approaching hurricane...."

This plan is good, but we need to see the Operating Procedures. That's where the rubber meets the road. It would also be interesting to see if they ever had any exercises or drills.

Lol! I am simply dumbfounded by the media continuing their made-up talking points. It reminds me of a time when I caught my (supposed) boyfriend cheating. Hello...he was in a restaurant eating this girl's face, and after he came up for air, he just kept telling me he and she were just friends. "You're just not seeing it right." Hey come on, now.

I heard the NOLA mayor "taking action" and "issuing orders." You folks aren't giving him his due!

(1) He had his chain of communication alive and well by Thursday night last week, even commandeering a late-night open mike on radio station WWL to issue his commands.

(2) He told his White House butler, some lowly named Bush, to "Get every doggone Greyhound bus line in the country and get their asses moving to New Orleans."

Now that's taking control! That's assuming authority!

I, for one, think that the NOLA mayor's post-facto Greyhound plan just might have worked.

I think there was only one slight flaw. Greyhound drivers have the actual audacity to ask where they're driving to. And, as of Thursday-Friday of last week, the Astrodome was filling fast and there weren't a whole lot of other sister-city arrangements yet forged by mayoral planners.

Bill O is always laggin WEEKS or MONTHS behind when it comes to relevant facts and developments that could easily find online and or here on Freep. Why anyone still watches him, when he's obviously in the dark, is beyond me.

Hi. I posted most of it the other day. What interested me the most was that it is becoming very obvious that N.O. did not follow their own plan. So how can they blame the Feds when they did not even bother taking care of their own obligations as spelled out in this plan?

Even funnier (not) is the fact that if you read this document, there really is no plan here either. This is more a statement of requirements for developing a multitude of coordinated plans, i.e. a Comprehensive Emergency Management Plan. This is a management document created by committees of overpaid suits whose chief talents lie in slinging a good line of B.S. and polishing PowerPoint slides.
