So how can they blame the Feds when they did not even bother taking care of their own obligations as spelled out in this plan?

...it's easy to blame...see if your a democrat you blame others and the MSM backs you up, leaving educated people who can see through the attack wondering why they voted for clinton?..(self-chuckle)...but the truth IS OUT there..it will take time for the MSM to realize it's going down ANOTHER dark blind alley into which Freepers and other sites will have to show them the light...just another notch in the MSM's creditability gap. I agree. You're right; this is very vague who is in charge of what. Look at the V. Task section. If it weren't so inept, it would be laughable.

There's also a section regarding training, and it mentions applications to take courses. Huh? Anyone understand this?

Liberal politicians see their elected offices simply as sinecures that give them a lot of face time in front of TV cameras and microphones. The New Orleans debacle shows what happens when the unfortunate populace depends on liberal popinjays--talkers, not doers--when critical decisions need to be made. The mayor of New Orleans likely was shacked up with some honey in a Baton Rouge hotel when the execution of the disaster recovery plan needed to be kicked off. Notice how quickly this jerk started pointing the finger at the federal government--and the MSM was right there to echo his charges.

You see the problem was that the plan specifically says,"The Governor is granted the power to direct and compel the evacuation of all or part of the population from a stricken or threatened area within the State, if HE deems this action necessary for the preservation of life or other disaster mitigation, response or recovery." Since the governor is a she it isn't her responsibility.

Even funnier (not) is the fact that if you read this document, there really is no plan here either. This is more a statement of requirements for developing a multitude of coordinated plans, i.e. a Comprehensive Emergency Management Plan. This is a management document created by committees of overpaid suits whose chief talents lie in slinging a good line of B.S. and polishing PowerPoint slides

Come on, now. Stop giving hints to the MSM. They would have actually read this sometime in some future year, and would have concluded that the verbiage veneer that covers this like the oil streaks covering NO Venice-look was an actual "plan."

It's just no fair or no fun when you go ahead and tell them there's hidden pictures in these preschool drawings. (One of 'em might actually ask the question, "Where?")

I'm sorry. You didn't cite the new amended version:

"The Governor is granted the power to direct and compel the evacuation of all or part of the White House population from a threatened posture by the New Orleans mayor, if He [the mayor] deems this action necessary for the preservation of life or other disaster mitigation, response or recovery."

That's it in a nutshell. Disaster preparation is not food and water preparedness on a family by family or local basis. It's not self-preservation on a home by home or neighborhood basis. It's not city or even state preparedness. Disaster prep, as redefined by New Orleans, is simply, "Shame the White House" into attempting to be their god.

The Federal Emergency Management Agency (FEMA) requires that parishes participating in the Emergency Management and Preparedness Grant Program conduct annual exercises to test the functions of the office. Exercises are conducted annually on a variety of topics such as man-made as well as natural disasters to assist emergency preparedness responders and support personnel to better understand their functions and responsibilities should an actual event threaten Ascension Parish.

So, how would one respond to those who argue that the magnitude of the disaster should have been recognized by the Federal Government and they should have acted immediately, without waiting to be asked for help by the Local and State Government of Louisiana?

I'm having trouble with that one question, as I am also the type that believes in jumping in to help people, even if it's not my job to do so.

Thoughts?
