LOL! Nice euphemism for "We don't want twenty illegal aliens living in every house in our town!" Enforce the immigration laws, and this little zoning crisis ceases to be an issue.

Manassas should just zone x number of square feet per resident. For example, 250sq. ft. for an adult and 150sq. ft. for children under 12.

It can be declared to be in violation of the fire code; which limits the number of occupants. Of course some have several children, so the number would be for single family only; with occasional guests. No one staying longer than 10 days. In the Senior sections that are built for seniors only, the children can come visit for a few days. Not live there.
