Actually, the U.S. Constitution contains many "rights" whether you are a citizen or not. forgot....sure they have rights.
The Right to be arrested, detained and deported.

To answer your question, though, I do know about that that law. It is a bad law, but ultimately irrelevant to this discussion. For instance, Afghanistan has a law prohibiting a Muslim from converting to Christianity - do you want to adopt that one as well?

Interesting idea. I doubt that was intended but maybe could read that way. You should ask the Church should lobby to ameliorate and clarify those provisions.
I suspect they'll attack the bill as a whole because they're not so much concerned about soup kitchens but coffers.
