Vladimir Putin also warned the US in November 2001 that it had uncovered a plot to attack the US using terrorists by Saddam's regime. Russia's intelligence op inside Saddam's Iraq was the most extensive there was and if Putin was getting warnings from their spies there that Saddam was up to something, then that and this document are all the justification the US needed to take out Saddam.
