It can also work the other way.
I managed to locate the one person in our area that starts the traffic jam every morning. Driving in at 6:30 this morning with no cars in sight, I rounded the bend and came upon her vehicle, she was driving 33 mph in a 45 mph (no passing) zone. Within minutes, there were 30+ cars behind us and not a soul in front.
When there are no cars in front of you and headlights as far as the eye can see behind you... that may just be a good indication that, chances are, YOU are the problem.

When there are no cars in front of you and headlights as far as the eye can see behind you... that may just be a good indication that, chances are, YOU are the problem. Unfortunately, the people that do this NEVER recognize that they might be the problem. Chinese lady I was working with told me that she got a lot of upraised middle fingers when driving and asked me what those meant. I told her it meant she needed to work on her driving.

On many 2 lane roads in Washington, there are signs and fines for having more than 5 cars behind you.
The troopers are usually quite strict in enforcing this law. They'll also give you grief if you stop for what they consider "too long" to allow others to pass. Or if you pull over anywhere other than what they consider an "approved" spot.
