Washington, D.C. Today, U.S. Congressman Duncan Hunter (R-CA) was joined by several of his colleagues in introducing the Border Tax Equity Act. The legislation, which Congressman Hunter coauthored with Representatives Bill Pascrell (D-NJ), Walter Jones (R-NC) and Michael Michaud (D-ME), ends the double taxation of U.S. exports and works toward leveling the playing field for U.S. workers and manufacturers.
Under our current trade system, U.S. exports are taxed twice: once domestically and then a second time as they arrive at their destination, said Congressman Hunter. Our trading partners, on the other hand, rebate taxes to their exporters, who also incur no taxes when their products reach Americas shores.
For our workers to be competitive in todays global market, we must level the playing field by eliminating the excessive tax burden and correcting the unfair trade practices responsible for driving American industry offshore. By prohibiting the double taxation of U.S. exports, the Border Tax Equity Act takes a much needed and long overdue step towards enacting trade laws that give our workers and manufacturers a chance to succeed.
Specifically, the Border Tax Equity Act would:
* Direct the United States Trade Representative (USTR) to negotiate a remedy within the World Trade Organization by January 1, 2009, for the $379 billion disadvantage to American domestic producers and service providers caused by foreign border-adjusted taxes.
Should no resolution be reached by January 1, 2009, the legislation then requires:
* An offsetting assessment at the U.S. border on imports equal to the amount of the rebate provided by the exporting country;
* The issuance of rebates equal to the amount of taxes paid by American exporters on goods taxed by importing nations.

I haven’t read the text of the Bill itself, but I know this is a corporate income tax vs. VAT issue. I honestly don’t have a response.

Duncan Hunter will be president in 2008, and if Thompson is lucky he’ll get to be Hunter’s VP.
Kudos to Hunter here, but let’s extend some credit to the (D) co-authors as well - perhaps there are some on the “other side” with whom we can promote true bipartisan legislation.
He has my vote. I am voting for him in the primary.

Because of our tax system - the income tax. It adds to price at each stage of production. A successful sale includes amounts sufficient to pay the costs of the seller - all costs - including tax costs.
WTO will not allow us to punish imports (tariffs).
But they will allow us to change tax systems.
The results of this bill are achieved by changing to a national retail sales tax such as HR 25 in Congress right now.

In addition to your comparisons:
Thompson: Voted China MFN, is a member of the Council on Foreign Relations, and he declared Globalism (One World Government) good for America in his Lincoln Club Dinner speech May 4, 2007.
Hunter: Authored the 800+ mile border fence law, and a HR demanding Mexican transport vehicles abide by the same rules and regulations as domestic transport vehicles while on American highways.
Just June 7 Duncan Hunter co-authored legislation to reduce tax burden on U.S. Manufacturers to help cure the unfair trade deficit.
I am sad to say that with Fred Thompson in the White House, we are warily tossing the dice.
Now at the crossroads in American history, I am convinced that with a consistent and constitutional Duncan Hunter at the helm, we could all sleep easier. Our ship of state would make the turn back out of very troubled waters to where it was intended to be - a sovereign, prosperous and SAFE nation once again.
Yep. He’s been fighting this battle for a long time.
