One motorist drove through the roadblock about 11 a.m., the California Highway Patrol said.
A chase ensued, which ended when the man rammed the rear of a patrol car that had boxed him in to stop him, CHP Officer Brian Pennings said.
The motorist was booked on suspicion of evading a CHP officer, Pennings said. Neither was injured. About 100 residents were so fed up that by about noon, they pushed past the barrier, Pennings said.
They all ran back, they got in their cars and they blew through, he said.
National Guard troops were called in to stop others from getting the same idea, with about 10 soldiers carrying assault rifles standing beside CHP officers.
It was too much for residents such as Kahle. She said she probably won’t leave the next time there’s an order to evacuate.
The only reason we left this one is my son is a firefighter and was down at the Harris fire, and I didn’t want to give him something else to worry about, she said.
The waiting residents were frustrated because they heard others had been let back in.

We have the same problem with hurricanes. Once it’s over it’s difficult to get back in. It causes some not to leave.
There was a natural gas main fire right next to a Chicago Housing Authority high rise which housed “indigent” retirees.
The 20 story building suffered significant smoke and water damage and an electrical outage due to the close proximity of the flaming natural gas main.
My “source”, who worked for the CHA, was tasked with going in to the apartments after the fire was put out and retrieving medications and other essential items for the residents. The elderly residents were barred from entering the building in the immediate aftermath of the fire.
Upon retrieving medications, eyeglasses and some cash for one displaced elderly “indigent” welfare recipient, the following was uttered by that person,
“Gee thanks, now that I know that I can trust you, I need you to go back in and get the $40,000 I have under the mattress.”
Can’t make this stuff up.......
:’) She may have been putting a little back from her pension every month for years, saving for a rainy day. Sometimes the poor can be the best savers.

ORANGE COUNTY, California (CNN) -- One of the larger fires in Southern California was deliberately started by someone with apparent knowledge of arson, a fire official said Thursday.The Santiago Fire in Orange County was started in two places along a little-traveled road, according to Chief Chip Prather of the county's fire authority.
The fire, which has burned more than 25,000 acres, was started in brush just off Santiago Canyon Road, not close to homes. It spread rapidly, indicating the arsonist had some knowledge of winds and other factors.
Catalino Pineda, 41, was arrested Wednesday, Officer Kate Lopez told CNN. Witnesses told police they saw him lighting a fire on a hillside in the West Hills area of San Fernando -- northwest of Los Angeles -- then walking away, Lopez said.Pineda was already on probation for "making excessive false emergency reports" to police at the time of the arrest, Lopez said...authorities want to find out if he had any role in the other wildfires.
In San Bernardino County, John Alfred Rund, 48, was arrested Tuesday evening and charged with setting a small fire along a rural roadside near Victorville.
The county's district attorney's office on Thursday also filed arson charges against Anthony Riperti, 47, of Redlands.
The San Diego County Sheriff's Department also arrested an adult and a juvenile accused by an anonymous tipster of starting a fire in Vista in the northern part of the county. In a written statement, the sheriff's department identified the adult as Gorgonio Nava.
