Yes, Congress should be able to state a goal for cutting and running that ignores the wishes of the troops, their commanders, and the Commander in Chief, without a veto threat, but why would they want to do so? Precisely. Non binding will fund victory. “Goal language” may throw enough of a bone to the far left to get it through. The problem is they may want this goal language for 6 months of funding. Their true goal is to force defeat onto the troops before Bush leaves office.

This rhetoric needs to stop being about Bush and start being about “imposing a lifetime of shame on the young men and women in combat who were on the very cusp of victory when they were forced to surrender by Democrats.” Make it be about the troops’ victory, not about Bush’s. That pressures the Democrats from conservative districts.
