Palin administration makes TransCanada license official

FAIRBANKS, Alaska -- Gov. Sarah Palin, along with two of her commissioners, met Friday in Fairbanks to sign TransCanada's license to construct a natural gas pipeline.

The signing happened Friday morning at the Morris Thompson Visitor's Center.

Friday also marked the two-year anniversary since Palin and her administration met in Fairbanks to kick off meetings with all of the parties interested in commercializing North Slope gas.

"This is a historic day for Alaska and for the North American continent when you consider the impacts this project will have on this part of our world," Palin said.

Natural Resources Commissioner Tom Irwin and Revenue Commissioner Pat Galvin signed TransCanada's license, which was approved under the Alaska Gasline Inducement Act.

TransCanada is the company that was chosen by the administration and approved by the Legislature to build a natural gas pipeline from Prudhoe Bay to Alberta, Canada.

"This is a significant step as we march forward toward Alaska's next economic lifeline," Palin said. "It's our next economic engine."

TransCanada CEO Hal Kvisle says the company has been interested in this project for 30 years.

"In our planning we've decided the size of the pipeline, the route of the pipelne, and we concluded those things that will work best," Kvisle said.

The license confirms the state's commitment to this project,

Kvisle said, though he said there is still a long road ahead and a lot of work is left to be done.

"On behalf of TransCanada, I look forward to working closely with the state of Alaska, the administration, its people, the Natives of Alaska, and potential customers for shipping on this pipeline," Kvisle said. "We think it will be a dream of a project."

There's about 10 more years of hard work ahead in order to get the pipeline online, TransCanada says. That includes the regulatory process, completing commercial negotiations with the suppliers, and getting all the necessary approvals from state and federal authorities.

GO SARAH GO!

Through actions like these, helping the US economy and energy picture, while the DNC and Obama admin sit on or deter efforts to do likewise, only helps her in the public eye.

In addition, she showed in Georgia what she is capable of in terms of helping other GOP candidates when she is unleashed and working on her own. I expect to see a lot more of that in the 2010 elections...and the left, the DNC, Obama, and the MSM fear it.

True. But in national interviews, the MSM will not ask her any questions regarding these negotiations. They will ask her which books on geopolitics she has read, and which Supreme Court decisions she most disagrees with.

Wow, the government doing something constructive, instead of complaining about evil corporations and obscene profits. It would be nice if this became a trend, but it probably won’t.

She doing more than just helping our economic woes. Given that Iran, Russia, and Qatar are forming a natural gas cartel, Sarah just won a geopolitical economic and energy war against our enemies. We do not currently import natural gas from them, and because of Sarah, we probably never will. Checkmate!

Now do you think the MSM would print such a story? Or would they rather continue to discuss her clothing?

And she's continuing to plow through obstacles for the gasline from Exxon and their crony politicians in Alaska. Latest flap is the Point Thomson gas leases that Exxon has held for decades and done nothing with. Palin is putting severe pressure on those folks to use it or lose it.

Palin: Gas line will work without Point Thomson resources

“Exxon is very nervous about losing that unit and those leases,” Rutherford said. “They are putting a lot of pressure on the state. But at the end of the day, we’ve gotten commitments from them previously that they haven’t honored.”

Several legislators suggested at the Dec. 1 hearing that the state is using Point Thomson as leverage to prompt Exxon to commit its gas reserves to the TransCanada pipeline.

“You know, some would say that Exxon has held Point Thomson and the state hostage for a couple of decades now,” Palin countered. “No, we’re not playing that game. What we’re doing, what is right for Alaska, is to say that we need that development up there, it’s time for that development, and by not abiding by the provisions in your leases, you knew what was coming, Exxon.”

Palin acknowledged that producers are critical to the success of TransCanada’s plans.

She said the state will help bring producers on board by reminding them of upstream inducements and of how economical the pipeline project is.

“That is what it will take, of course, to get the project actually built, is for all parties to be in this as one,” Palin said.

I suspect Sarah will have no problem confronting Obama and the Dems bigtime in the coming years on energy. Get your popcorn ready when that happens.

the Point Thomson field was acquired. Exxon appliied to the state for development, and for each of the last twenty some odd years, te STate approved thier plan.

Lessees’ key points on appeal

The commissioner’s decision listed some of the key points the lessees made in appealing the director’s decision.
They argued that adequacy of their proposed plan of development has to be decided under the reasonably prudent operator standard — that they don’t have to do anything a reasonably prudent operator wouldn’t have to do to put the unit into production.

The lessees also argued that the Department of Natural Resources cannot terminate the unit “unless it first successfully prosecutes an action, presumably jury trial in Superior Court,” which finds lessees have breached the reasonably prudent operator standard.

They argued that the revised 22nd plan of development meets the reasonably prudent operator standard.

They also said the unit cannot be terminated because the lessees have been precluded by a force majeure event, the lack of a gas pipeline, from producing from Point Thompson.

And they argued DNR has agreed that the only way to develop the unit is to blow down the gas, producing gas and liquids together without engaging in pressure maintenance or gas reinjection or cycling to improve liquids recovery — which cannot occur until there is a gas pipeline.

Sounds like they are claiming a Catch 22. In any case it is time to build the pipeline. Don’t know if we will see it with the dems in charge of everything.

hard to build a gas pipeline without enough gas to fill it for 20 or 30 years. (lease takebacks = 10 year delay in development)

harder yet to build a gas pipeline if you keep pi$$ing off the producers

hard to get money today for a pipeline with the price for gas dropping 50% or more in 3 months

The Alaska gas was to go to Alberta tar sand extraction - and with oil at under $40 /BBl, how long will the tar sands mining last? Another year - maybe?

Not so much catch 22, as just a business deal with far too many oversized egos involved.

At least the price of steel pipe is down slightly.
