SACRAMENTO, Calif. -- California's utilities, refineries and large factories must transform their operations to cut greenhouse gas emissions as part of a new climate plan before state regulators.
On Thursday, the California Air Resources Board was expected to adopt what would be the nation's most sweeping global warming plan, outlining for the first time how individuals and businesses would meet a landmark 2006 law that made the state a leader on global climate change.
It would hold California's worst polluters accountable for the heat-trapping emissions they produce _ transforming how people travel, utilities generate power and businesses use electricity.
At the heart of the plan is the future creation of a carbon-credit market designed to give the state's major polluters cheaper ways to cut emissions.

Yet it alone, and the faceless bureaucrats who run it "will hold" all of California captive to their whims and edicts from on high, or on low.
This just doesn't pertain to California, but the entire USA. When some unelected bureaucrat working in the basement of some gubmint building can run things we are no longer the USA, but the USSR.
And yes I know, we're already down that road with the EPA, Dept of Ed etc. But it has to end somewhere and soon.
Why should there be a bailout of California while they are acting so fiscally irresponsible AFTER they know what a mess they have dug themselves into? I say let them pay for it themselves. No bailout for California, or any state for that matter.

I’m on a conference call with a range of sites in the U.S., including some gulf coast locations.
It must be snowing across the entire gulf coast. Reports are 2” of snow and frozen bridges in Houston TX also snow on the ground in LaPlace LA. (The gentleman from LaPlace was on his way to help his daughter who’d just called - she was in a ditch, having skidded off the road.)
Meanwhile, the sun continues to be virtually blank (one tiny little sunspot). The evidence AGAINST a coming human-induced global warming crisis is overwhelming. Apparently, however, facts don’t seem to matter.
When do the adults show up apply some common sense?
We have lots of politicians but few, if any, statesmen left...
Actually, this proposal is out-and-out FASCISM. Marxism would involve the state taking the utilities over and running them directly into the ground.
When cowardly politicians try that they usually shy of actually being in a position where they could be blamed for any outcomes, so they stop at the safest waystation along the way: Fascism, where they can tell the utility bosses what to do and then blame them when it all goes to disaster.

Well put. Here’s a similar set of numbers that I put together on another posting. The idea is to put the numbers in a context that ANYONE can grasp the insignificance of the CO2 concentrations in the atmosphere...
One of the biggest problems we ‘deniers’ face is that few real facts are ever given by the AGW crowd. This is intentional, of course. For instance, they throw around labels like ‘green’ and ‘clean’ but never define them. It can be demonstrated that the atmosphere is ‘cleaner’ today that it has been in decades (in the U.S.), if not centuries (parts of Europe). How can something like CO2, necessary for life itself, be labeled ‘dirty’? It boggles the mind.
I’ve come up with (what I think is) a simple, understandable-by-anyone concept to explain why folks should stop being ‘afraid’ of Carbon Dioxide in the atmosphere.
Here’s the line of thinking:
Question1:
What are the molecules that compose air? Name them in order of most-to-least abundant. [By the way, few folks will get any of this right without looking it up.]
Answer:
Nitrogen, Oxygen, Water, Argon, Carbon Dioxide, and Other.
Question2:
If you take a random (or average) sampling of 10,000 molecules of air and assume that each molecule is worth a penny, approximately how much would each of the different components of the air be worth?
(Note: 10,000 pennies is the same as $100.00. If you couch the discussion in dollars and cents rather than, say, PPM - folks will have an easier time grasping the numbers. Even a second grader understands completely the difference between a $20. bill and 4 pennies.)
Answer:
Nitrogen: $77.00
Oxygen: $20.00 (animals NEED this to live)
Water: $ 2.00 (this is the ‘real’ GHG)
Argon: $ 0.95 (that’s right, 25x the amount of CO2)
CO2: 4 cents (plants NEED this to live)
Other: 1 penny
Question3:
As you’ve heard, Humans have pumped MASSIVE amounts of CO2 into the atmosphere, yet it only makes up 4 cents of the entire $100.00 of the atmosphere. (That’s 4 CO2 molecules per 10,000 air molecules). How much of these 4 cents worth of CO2 has been added by Humans?
Answer:
1 penny. (280ppm to 380ppm)
Question4:
Let’s say that Humans had subtracted a penny’s worth of CO2 from the $100.00 worth of our entire atmosphere, instead of adding CO2. What would be the impact?
Answer:
Plants would be severly impacted and dying.
There are many more points that can be made. For instance, if we continue to pump out CO2, we can probably only push the concentration of CO2 to about 5-6 cent’s worth. Also, the threshold level of CO2 above which the MSDS suggests CO2 becomes a problem for workers is 50 cents worth (5000ppm) - more than 10x the amount of CO2 in the atmosphere.
Anyhow, you get the idea.
Feel free to steal the concept, if you find it useful...
Like they say, “Timing is everything.” It’s supposed to snow in Southern California this coming week. If they weren’t just so darned cute, it would be easier to put them up for adoption or in a home where they couldn’t hurt themselves or anyone else.

I would be having a major amount of trouble handling the situation you’re in. It’s really getting scary. And now I hear they’re including Santa Cruz County in their announcements.

Depends on what you do for a living. I’m in oil and gas so Houston is home base for me. As for property taxes, the initial cost and valuation is so much lower than California that the total cost of owning a house is lower and we don’t have an income tax (yet). I retired from the Coast Guard in Galveston and have been employed in Houston ever since. Texas is 5 distinct geographical regions, gulf coast, piney woods, hill country, west texas (Desert), and the panhandle. California is 3, so you get to pick what you want if you are retired. As for illegals, North Carolina and other non border states have just as much problems, at least in Tejas, we all get along.
The coming rainy weather will let folks burn a lot.. it is looking to be colder than heck too ,, soooo... I have a fresh load of red oak to test burn.. hate to have it just sit there and rot away. like our forests ;-)
Well, if you’re ever desperate for some dry oak, don’t forget about me. I’ve got lots........like 70 cords. I would never want to hear that you’re cold for lack of dry wood.
I’m pleased that they are the guinea pigs of Amereica. This will end any speculation as to the cost of “green” when BamBam is bailing their sorry asses out of total financial crises.
