(Wash) Lawmaker wants to study implanting tracking devices on sex offenders

Rep. Al O'Brien, D-Mountlake Terrace, a retired Seattle police sergeant, has sponsored a bill to look into the possibility of surgically implanting tracking devices in sex offenders who have been released to the community.

His proposal, embodied in House Bill 1142, would hire the Washington Association of Sheriffs and Police Chiefs to see whether implanting "subcutaneous" radio frequency identification devices could be used economically to keep an eye on offenders.

The group would report back to the Legislature in December.

That RFID technology is what the state uses on the Narrows Bridge to electronically collect tolls from motorist. It's that little chip in the decal that we put on our windshields.

One thought that comes to mind is that scene from Total Recall, when Arnold Schwarzenegger's character realizes he is being tracked and pulls the huge bulbous device out of his nostril. I think of this only because, just as ex-cons sometimes disable their ankle bracelets, so too would some of them scratch the RFID tag out from under their skin.

The bill has been referred to te House Public Safety and Emergency Preparedness Committee, but I don't think it's scheduled for a public hearing yet.

There is a very really effective tracking and deterrent tool for sex offenders - a broadaxe between the member and the rest of the body.....tracking you say? Why it’s the blood trail...

Be careful! If they can do this ex post facto to registered sex offenders, they'll be able to do it to anyone. Get arrested for a DUI and you could end up with one of these implanted, for example.

Or illegal immigrants?

Some people would qualify for 3 tracking devices under these rules.

It would be much more effective to fund the agencies that are charged with keeping tabs on sex offenders. In our part of Florida the average parole or probation officer has a case load of over 100 offenders. No way in hell they can keep up with that many.

Either keep them in prison, or fund the people who have to keep track of them.

Are there any subcutaneous tracking devices available for implanting in humans, any that work worth a darn? Many jurisdictions already use ankle devices to keep tabs on offenders. The ones I’m familiar with, our next door neighbor rented a cottage on his property to a guy was wearing one, work by being hooked up to a phone line. If the receiver loses the signal it dials a number and reports the loss of signal. I don’t think it works real well. Several months after this guy disappeared one day two US marshals knocked on my door and told me they were assigned to track down convicted sexual predators who had jumped supervision.

Why go through the costly implant process when a 3 cent bullet would do the trick? 3 little words = bullet to temple for pedofiles...
