I’ll be perfectly honest and unPC here, I feel bad for the majority of blacks who are going to be saddened by their one representative doing this. Seriously, there are sooo many black people who are so more qualified and not a damn nut, but here’s the One. I dunno about that. It depends entirely on the state of the emergency. (Yeah, I know that sounds odd, but hear me out.)
$50K goes a long way in most non-American Civil Defense organizations, if it is only funding day-to-day operations. That would pay the salaries for 1 1/2 FTE for one year: not bad. Or it would buy a fully-equipped 4x4 (used but refurbished). Not bad at all.
When a real emergency happens, it usually starts as a local response. Whatever the local city has budgeted for Civil Defense Emergency Management is spent as a part of the ordinary operations. Fire, Ambulance, and Police all participate as best they can, with costs falling pari passu.
Things change when the local city cannot manage the emergency without having extra powers. When that happens, a Civil Defense Emergency is declared. This means that the Civil Defense operations of the city get a whole bunch of extra powers. And it means that the city will pick up the costs for the Police, Fire, Ambulance -- everyone participating in the response.
So when this happens, the Civil Defense organization gets access to some very deep pockets: whatever the city can afford by borrowing, taxing, cashing in on investments &tc. But sometimes that isn't enough.
Deeper pockets are available if the emergency gets declared Regionally. A regional authority takes control of the emergency, takes the extra powers (eg the power to commandeer property &tc) and the Regional authority also picks up the costs for everybody. So even deeper pockets available -- all of this without requiring any overseas funding.
Similarly, if it is a huge disaster, a National Emergency can be declared. The nation takes control of the emergency, and the emergency powers, and agrees to pay for everything. The entire wealth of the nation is available to pay to get things sorted out.
So in this case we're talking about Italy, a member of the EU. They will have a structure in place similar to the one that I have just described. They will also be accustomed to dealing with Civil Defense emergencies -- volcanoes in the south of Italy, for example.
How much US aid do you think they would need? Presumably they would be able to draw on the EU for some help. $50,000 is a bit of a token amount, but probably a token amount is sufficient in this case.
I could be wrong but I do not think this is the “normal” aid. This was emergency funding offered by our embassy in Italy. So I tend to think this was $$ they had on hand. However it should have been backed up by some other $$ through normal aid channels as I’m sure we give Italy money like we seem to give everyone in the world money.
What I found worse than this was Obama’s silly statement about hoping we could send rescuers. Italy is not a third world country with no EMS Obama. In fact I would think because of lots of mountainous/dangerous regions that several countries in Europe have experienced emergency rescuers. Besides which the time to get anyone over there from the US would render it useless.

From the news I heard, they are currently refusing "all" aid.
As I said, thier infrastructure is quite good on the first response - it is the recovery part where the will likely need/want help ...
Meanwhile within seconds after the tsunami of 2004, the left was screaming that Bush and the US had not responded fast enough. Of course most of them probably blamed Bush because of all the “climate change” he had brought about in 4 years.

One the plus side its more than BO wants to spend on the military.
