WASHINGTON (AP) - President Barack Obama twice authorized the military to rescue a U.S. captain held by Somali pirates and whose life appeared to be at risk, administration official said hours after Sunday's rescue.

The Defense Department twice asked Obama for permission to use military force to rescue Capt. Richard Phillips from a lifeboat off the Somali coast, most recently late Friday evening. On Saturday morning, Obama signed off on the Pentagon's request, as he had a day earlier, said officials who spoke on the condition of anonymity to discuss internal deliberations.

The CiC is supposed to give broad directives on what to do — basically the Rules of Engagement.

If this report is true, the TOTUS reader was attempting to micromanage a situation he didn’t understand (probably because he was unable to understand it).

The reality is more likely that he had nothing to do with it, since his handlers didn’t know what to do. Once it came out OK, he just is rushing in to take credit.

Hmmm... why do I doubt this? Maybe due to his UN controlling authority... Oh well, I really doubt that he gave authority to the Navy to end this... He just lucked out in this case.

So they have to ask for a new permission each day?

This story smells like BO

I really don’t understand why any special permission is needed. Does a SWAT Team wait for any authorization in a hostage crisis? The people on the ground (er, water) have to have discretion to do what is needed.

Oh, I heard it may have been as many times as 6 or 7 times... why, the only reason he didn't lead the operation himself was that the Secret Service wouldn't let him!

Oh well, he's just not appreciated around here, I guess. Maybe someone could put up a big 'MISSION ACCOMPLISHED' sign on the White House lawn... maybe photoshop his face on some picture of a Navy Seal or sumpin'....

Why wasn’t once enough? Were they micromanaging the effort from the WH so closely that every opportunity had to be approved by Obama?

Kudos to the Navy officer that gave the "go" signal for this rescue.

If it's true that Obama either approved force, or didn't deny force, then, credit where credit is due.

Good to hear that this brave Captain is safe, and a few pirates are at room temperature.

Prove he didn't lead the mission in the water. Odinga prolly does the heavy lifting for the SEALS!

Also, I like how the most recent request came Friday evening and he approved it Saturday morning.

From http://www.foxnews.com/politics/2009/04/12/official-sea-captain-faced-imminent-danger/:

“A law enforcement official told FOX News that if the Justice Department determines it has enough evidence to charge the pirate currently in custody, the prosecution will take place in New York where the pirate would be transferred within days.”

IF there’s enough evidence???

Isn't that a tad bit above his pay scale to be making such decisions?

Authorized twice. . .instead of blanket authorization to act whenever the on-scene commander deems appropriate. Such a puts.
