Laura Avant, of the Denver Neighborhood Volunteers for Change, is an unemployed social worker who believes the system could be vastly improved.

Her 17-year-old granddaughter has never had health insurance, and her father _ Avant’s son _ hasn’t had it for 18 years.

“I see it as a social justice issue,” she said.
