South Korea could mount swift and precise attacks on North Korea's nuclear bases should war break out on the peninsula, Seoul's incoming top military officer said Thursday. General Lee Sang-Eui, named as next chairman of the Joint Chiefs of Staff, said Seoul had a list of major targets its forces would strike first should a conflict erupt.
Nuclear weaponry would pose the greatest threat, he told a parliamentary confirmation hearing, pledging to "mobilise all means available to precisely and swiftly strike" such bases.
New Defence Minister Kim Tae-Young told his own confirmation hearing last week that Seoul knew where the North was storing its nuclear arsenal.
Kim said Seoul could strike the sites through quick consultations with Washington if North Korea tried to fire a nuclear weapon at the South.
Lee, quoted by Yonhap news agency, said the North was believed to have up to 40 kilograms (88 pounds) of plutonium, enough to build at least six nuclear bombs.
After months of hostility including missile and nuclear tests, Pyongyang began making peace noises to Washington and Seoul in August.
South Korean officials have expressed scepticism about the overtures, saying the hardline communist state has not changed its fundamental attitude.
Foreign Minister Yu Myung-Hwan accused the North last week of developing nuclear weapons to launch an attack on the South and "communise" the peninsula.
Lee in Friday's parliamentary hearing said Seoul should seek longer-range missiles to deter threats from its neighbour.

How could any male in the Republic of Korea have no military background? Are they in a wheelchair or iron lung? The enlisted men I worked with at I Corps at Camp Red Cloud (1978-79, not KATUSAs, ROK soldiers) were the equivelant of Harvard, Yale and Princeton grads here, yet they were conscripts.
Obama does not even know if Pyongyang is the capital of North or South Korea. He was a baby during the hatchet incident. This guy has now depth, no knowledge. Everyone is Asia is having to go it on their own now. Totally unreliable.

I worked the command center communications bunker at Yong Son for a year.
Each time we had “war games”, within about a minute of the games official start we’d get a message to shut down operations as we’d just been hit with a (whatever) megaton nuclear weapon.
If war were to break out on the Korean peninsula it will not be pretty. Both sides are very very well trained.
Nobody is really sure what Zero boys are up to. Many have the sneaking feeling that he may cave in after some extended public posturing. He is just trying to find if the mood is right. There may be outside advisers which are against such move, but Zero's inner circle is made up of clueless liberal nuts. I suspect they are aching to break out and do things their way.
Lee Myung-bak blabbed about grand package deal in his U.N. address. U.S. did not endorse it claiming that it is rather unexpected. I guess Lee tipped Zero's hands too soon. Lee went ahead of Zero's minions, I suspect. Zero boys sounds visibly off balance.
I can almost hear the bickering behind the scene:

There will be NO WAR. There is too much at stake. In time North Korea will join the south just as East Germany joined West Germany. All the nuke talk and rockets is only to get more free money and aid for the mis-managed Northern Peoples Republic. In time the Army will take over, and with China’s help, re-join the south. Why? Re-unification will mess up Korea for three decades as it did with Germany. This will knock South Korea back giving the economic edge to China. South Korea will have to feed and educate the North—re-build factories and infra-structure. Such a move would also make South Korea more friendly with Red China. Once again—think the Great Game and look beyond the talk.
I’ve read that NK has enough short range bio and chem missles to wipe out Seoul. Man I wouldn’t want to be anywheres near that place if **it hit the fan.
