Once an officer attains LTC it is nothing but politics.
Any time people are involved, its political. The one exception is if you are facing an imminent threat.

Yes, while some Army officers are promoted based on merit and professionalism, many of them are promoted based on their skin color, sex and/or religion.

That's an invalid question. Zero's decision to announce the withdrawal at the same time as he announced the surge is a clear indication that he was never intent on winning....even if that were possible.

My father was a Marine. He related that in the 60’s there was a year in which the promotion board wanted to eliminate any possibility of bias against minority soldiers - so they removed pictures from the portfolio and instead relied on the presented narratives and accomplishments - with no reference to race.
The next year they returned to using pictures.
Now, they probably rely on them for primary qualifications.
She may be, but she has a lot to learn about the military.

Those who are promoted on merit and accomplishment scare Hell out of those ticket punchers that pucker up and assume the position every time a DC politician visits their unit.
When I was in the Air Force, the “party line” was everything had to be 100% politically correct. The AF saw themselves as and “equal opportunity” social adjuster. Based on that, you can draw your own conclusions how things went concerning promotions, assignments, etc.

This applies to the enlisted personnel and also applies to duty assignments.
I’ve seen it first hand.
I worked for the US ARMY in Alexandria for four years and it the quota system was rampant.
