Police: Bieber Hit Md. Troopers With Water Balloons

Pop Star Accused Of 'Inappropriate Behavior'

BALTIMORE -- It seems teen sensation Justin Bieber had a bit of a run-in with Maryland state troopers before his sold-out concert Sunday at the Maryland State Fair.

A state police spokesperson said Bieber, while "horsing around with members of his staff," threw water balloons at two troopers, the 11 News I-Team's Jayne Miller reported.

One of the balloons hit a trooper's gun belt and burst, and the other brushed a trooper on the chest but didn't burst, Miller reported.

It happened outside a trailer Bieber was using before the concert. The troopers were there for crowd control.

I only call law enforcement after the fact... Even then it is only to justify the event to the insurance company...

You are correct. Under the common law, an assault is placing someone in apprehension of an offensive contact. The offensive touching itself, is a battery.

Thus, a person who raises his hand and strikes a person, can commit both an assault and battery (provided that the person who was struck was placed in apprehension of the contact.)

Throwing a water balloon can be both an assault (if the victim was placed in apprehension of being struck) and battery (if the contact actually occurred.)

Many people on the internet don't like to apply rules like this. They would rather change the rules depending on the victim/offender status.
