You have to read between the lines. I’m sure he meant one of the following:
1. Of course, when we choose to NOT enforce the laws, that might be on the basis of race, ethnicity or gender.
2. The selective enforcement was based entirely on political affiliation and had nothing at all to do with race, ethnicity or gender.
