Cars at the toll booth are making a u-turn and being turned back. Cars between the toll booth and Treasure Island (I’d guess at least a couple miles) are just stuck on the one-way level until the police give the all-clear. Even if this jerk has a pipe bomb, which he probably doesn’t, he’ll blow up his car but not make a dent in the bridge, either deck.
