Dropout rate for Calif. black students hits 37%

More than a third of California's African American public high school students dropped out before graduation day, a startling number and one that's on the rise, according to 2009 data released Tuesday.

The 37 percent African American dropout rate, up three percentage points from the prior year, was far above that of any other ethnic subgroup. Hispanic students had the second highest rate at 27 percent.

Locally, San Francisco cautiously celebrated a 9 percent overall dropout rate, a stark contrast to Oakland's 40 percent, numbers still under review for accuracy.

The statewide statistics highlight a pervasive achievement gap in test scores and graduation rates that persists despite focused efforts to boost the academic performance of black, Hispanic and low-income students, state education officials said.

Overall, 22 percent of state students dropped out of high school, according to the new data, up from 19 percent the year before.

The numbers are more than a year old. They were released several months later than usual because of problems ramping up a new system that can follow individual students' progress in California public schools, even if they move, said state schools Superintendent Jack O'Connell.

"We now have a data system that allows us to track students more accurately and have honest conversations about how to improve graduation rates and reduce dropouts among all subgroups of students," O'Connell said.

O'Connell blamed the increase on state budget cuts, which have resulted in larger class sizes, fewer art and music classes, cuts to sports, fewer counselors and less access to career/technical courses - all programs that can help keep struggling or at-risk students in school.

In addition, drastic cuts to summer school have prevented students from catching up on credits during the break, meaning they can't graduate on time and too often give up.

I don't think I believe these figures.

How do we know whether CA is doctoring the figures to get federal funding for students counts?

All CA school districts have done this for years, it's taken for granted.

Government schools are a disaster and there never will be any improvement.

big deal...........check the dropout rate for detroit...I believe it is at 75% or greater....go pound sand, california, you did this to yourselfs, like detroit did ( and continues to do ) the only good thing in detroit schools is bob bob..(robert bobb) and if this guy ran for president, he would get my vote...

Yes. I suppose a “perfect” system would result in 100% congruence between one’s efforts and talents, and the resulting rewards.

But as far as overall fairness and improving standards of living, free markets coupled with rule of law, property rights and Christian morality, is by far, the best system that has ever been developed.

The vast majority of the “problem” with free markets can be summarized in the 10th Commandment.

Stop all benefits, 5 generations is enough, people have to stand on their own and decide whether to sink or swim. All this money that has been given over the decades haven’t done a thing.

Yes, this is the real reason for high dropouts! Stop the welfare gravy train, and kids will stay in school knowing they need a diploma to get good-paying work. Too many kids drop out knowing there's free money in welfare without having to work.

I worked briefly in California's inner city public schools. It’ worse than you can imagine.

These kids come from “families” that have n fathers, are third or fourth generation welfare, major parent neglect if not abuse, have substance abuse and gang/crime issues.

Many of the children have fetal alcohol and/or fetal drug syndrome which leads to lack of cognitive ability, attention deficit, innate hyperactivity and self control/violence that are amplified by exposure to gangs and violent crime.

The small select few number children who can function at a normal level and try to buck the system get dragged down by the ghetto mentality for being an oreo.

Proving once again that the democrap party doesn’t care a fig about individual black people, they just institute social engineering designed to create depenedncy and therefore democrap votes for continuing the welfare doles of various sorts. Which school ( private or government) is in a better legal position to dish out heaping doses of moral instruction ( to both kids and their parents) needed to reverse the trends in parenting, illegitimacy, and ignorance?
