It is. My mother-in-law is buried on top of her husband at Ft Gibson National Cemetery. I believe there is a special double vault for such bruials.

YOU MOVED THE CEMETERY BUT YOU LEFT THE BODIES BEHIND DIDNT YOU! YOU ONLY MOVED THE HEADSTONES! WHY!WHY! Ashes to ashes, dust to dust. Historically, it used to be common to just move the headstones if a cemetery had to be relocated to make way for a construction project. It would have been less of a desecration to simply ignore bone fragments when digging a building foundation than it would have been to dig up everything and try to find all the bone fragments (the coffin, shroud, and flesh having long since rotted away).
