Military pay would stop with a government shutdown

According to draft guidance circulating around the Defense Department, military personnel would be required to work without pay if the government shuts down, reports the Air Force Times.

That differs from the 1995 shutdown when U.S. troops reported to work and were paid, the article states. But the 13-page contingency plan, in which DOD highlighted which parts of the military would continue to operate if the government shuts down, states that this time the military would miss a payday if a shutdown continued through April 1.

When I was serving in the 1980’s, when the congress and President Reagan were disagreeing about the budget, we were told that in the case of a government shutdown, we still had to report for duty and that we could still make purchases at the comissary and exchange and they would hold on to our personal checks, until our pay had caught up with us. For those living on the economy, letters were being prepared by the local commands, outlining what was happening and to try and work with military members until this situation was resolved.

Thankfully, we never missed a check.

This is a link I found on the discussion board at the Military Times on this subject. I haven’t dug through it yet, but I think this is the proposal being talked about.

I wonder how they would do it now. The checks come out immediately like an electronic transfer the moment they enter it at the register. Actually my husband told me that the executive branch makes a contingency plan. It it up to our President who gets paid in the event of a shutdown.

Not if the House votes to fund the DoD on a partial. Then it's the Democrats who will refuse to pass it, or Obama who refuses to sign it.

As it is, "the budget" is never passed in a single bill, it usually is broken up into a half-dozen chunks. It'sjust that in the past,those separate bills were(usually) voted on before the fiscal year began.

I remember an article after the last shutdown. It was one of the best articles I've ever read, and was about the politics of the shut down, from the perspective of a (fairly) young journalist. Among other things, he noted, the Republicans talk to us like it's a board meeting, like we're the enemy or one of their employees. The Democrats are salespeople. They throw us the spin, but in a self-depreciating way. Sometimes, when they say something, they grin a little, because they know it's BS, and they know we know it's BS, but they're always trying to make the sale.

The final line was the most telling, and this one I remember almost verbatim: "At 2 AM, Congress adjourned, no deal in sight. The Republicans went home, and the Democrats went to the fax machines." The Rats won the budget battle after they lost the budget battle because they understood that you have to win the battle for public perception AFTER the fact.

How will we know that the government is shut down if everyone keeps getting paid?

If the government shuts down because there is no money left and no authority to borrow, then there is no money left. How can anyone be paid anything if there is really no money left?

"Draft guidance?"

That means it has no force of law.

Some genius in a meeting suggested that they could circulate a memo to the military, call it a "draft" memo just to put the idea out there, and then leak to the press that a "memo" (subliminally draft) was sent to the military stopping pay to the soldiers.

Agitprop...

The plan is to get people riled up about the story now, and then bury the clarification later.

How come the military are among the FIRST to lose their pay? They should be among the VERY LAST to miss a paycheck.
