Budget tricks helped Obama save programs from cuts (spending cuts exaggerated)

WASHINGTON – The historic $38 billion in budget cuts resulting from at-times hostile bargaining between Congress and the Obama White House were accomplished in large part by pruning money left over from previous years, using accounting sleight of hand and going after programs President Barack Obama had targeted anyway.

Such moves permitted Obama to save favorite programs — Pell grants for poor college students, health research and "Race to the Top" aid for public schools, among others — from Republican knives, according to new details of the legislation released Tuesday morning.

And big holes in foreign aid and Environmental Protection Agency accounts were patched in large part. Republicans also gave up politically treacherous cuts to the Agriculture Department's food inspection program.

The details of the agreement reached late Friday night just ahead of a deadline for a partial government shutdown reveal a lot of one-time savings and cuts that officially "score" as cuts to pay for spending elsewhere, but often have little to no actual impact on the deficit.

As a result of the legerdemain, Obama was able to reverse many of the cuts passed by House Republicans in February when the chamber approved a bill slashing this year's budget by more than $60 billion.

So, when all is said and done, what do these cuts actually amount to in real spending cuts (and deficit reduction).

Not much, I'm guessing, when the full accounting of this "deal" is done.

I read someone it’s more like 28 billion.

Either way, the Republicans got played again. I am absolutely disgusted by the lack of leadership and the weakness of this party. It’s embarrassing and infuriating.

I’m not surprised by it, seems to be expected these days.

The GOP is once again squandering the advantage handed to them by the American people. They ought to be ashamed of themselves.

I have a feeling that this was a typical DC “cut”: Plan to spend $100, only spend $75. You cut spending $25!

Has anyone seen details of this bill yet?

In that case, they should plan to spend $100 trillion, then cancel those plans. That’s $100 trillion in cuts. Problem solved.

I don’t even know if it’s that- I have a sinking feeling that the leadership simply wanted it this way. They were part of the negotiations after all, and they didn’t exactly put up a fight over any of this.

The pubbies are so stupid. The rats dig in & they cave. Geeze, these people are afraid of their own shadow. Get rid of left over turkeys like Boehner & put the tea party in control. They won’t compromise with these people. So, how many times are we gonna go through this in the next few years? Many! No real cuts & we get played again. Nope; can’t do it. My disgust with him has reached critical mass. Our only hope is to get such a TEA party majority, he’s voted out of the Speakership. Till then, he has been and will continue to be a disaster...for conservatism, anyway.

The GOP is the party of fear...get this, they are willing to treat us like the frog in the pot of cool water but they are not willing to even take the criticism for closed National Parks to avoid certain destruction. They can't take the heat that will come from the committed socialists and their media allies.

Look at how Trump has riveted our attention. Compare that to the GOP politicians. The GOP needs a leader that will take them by the throat and force them to do what the people want. They are too afraid to do it themselves.

This “it's the best we could get” is getting a bit old since we all know Boehner, Reid and Obama had already worked out the theatrics.

The big giveaway was them trying to make Planned Parenthood into the pretend roadblock.

"Still, Obama and his Democratic allies accepted $600 million in cuts to a community health centers programs, $414 million in cuts to grants for state and local police departments, and a $1.6 billion reduction in the Environmental Protection Agency budget, almost $1 billion of which would come from grants for clean water and other projects by local governments and Indian tribes. The National Institutes of Health, which funds critical medical research, would absorb a $260 million cut, less than 1 percent of its budget, instead of the $1.6 billion cut sought by House Republicans. Family planning programs would bear a 5 percent cut rather than being completely eliminated."
