Bill Could Limit When Police Impound Cars

SALINAS, Calif. - On Friday, it's not drunk drivers getting most of the attention. Officers are targeting drivers without licenses. It's more common than you might think.

Salinas Police have given out more than 20 citations and made at least two arrests. None of them have anything to do with drinking and driving. It's mainly the license issue.

"It's the only one we have in my family right now, it's the only one we have," says Francisco Castro.

Castro cried when Salinas Police towed his car, because he didn't have a license. Castro is an illegal immigrant. He said he didn't have all the right information to get a license.

Rafael Fernandez wasn't happy either. His license expired.

"Do I look drunk? Do I look drunk to you? No, so let me go," says Fernandez. These two people wouldn't have a problem if Assembly Bill 1389 becomes law. It limits when officers can take your car, if you don't have a license.

Right now, officers can tow your car if you don't have a proper license. Some critics claim it's just a way for cities to make money. Others say it unfairly targets illegal immigrants because they can't get a license.

Salinas Police Sgt. Dana Cornelison disagrees.

"I don't care if someone is Hispanic, White, Black, or Asian," says Sgt. Cornelison. "If they are unlicensed. They are unlicensed."

He said more than 50 percent of fatal accidents are caused by people who don't have a proper license. He thinks the bill is a bad idea.

"The state of California has a duty to protect its citizens from people who don't have the ability to drive a motor vehicle," says Sgt. Cornelison.

They don't have proper papers when they get here, therefore they can't get a license, insurance, etc. Yet they are still buying used cars.These people don't realize that here it's unacceptable as a society to drive without a drivers license and insurance. Many have been raised in an atmosphere where they can do as they please. Coming here does not change that way of thinking. And the illegal ones are not going to have any insurance for themselves or their vehicles so this is a double whammy to us and those who they involve in a crash. It also further burdens our healthcare system financially, and we have to pick up the tab

What should the police do. Let them drive away. California was the first to be lost anyways.

OTOH....I once drove for about a year on an expired license and it wasn’t because I was illegal, it was because I was overwhelmed with work. Taking one’s car seems a little extreme to me.

You don't have the proper paperwork because you don't belong here. Feel free to keep buying cars here though. Used car dealers need the business. Just expect it to be taken and have people like me buy it for peanuts. I LOVE police auctions.

You could always go back to were you belong. I'm sure they have the types of cars you would really love. Plus you can do all the illegal stuff you want and no one will care. Adios Muchacho.

Having a license (permission) doesn't mean you can drive. Not having a license, doesn't mean you can't drive.

Drivers licenses, inspections, and tags are the biggest, fattest, government scam going. It's pure protection racket.

If anyone wants to argue with that, point out the difference between a licensing(inspection, tag) scheme and a standard mafia protection racket.

Uniforms don't count.

LOL, CA proposing a law to allow illegals to keep their cars after being caught driving with no drivers license.

This might mean that the other half are caused by folks that have a license. /s

Being licensed doesn’t mean you can drive (or understand the physics involved to be safe) it just means you payed off the required government agents.

So, they can impound the car, but not the guy who broke the immigration laws. Nice.

It might be that these folks tend to be on the lam more. You can get a license OK and still get yourself involved in something which moves you to drive like a maniac.

Illegals don’t care if their car gets impounded. They just go buy another POS.

Impounding the car is a great idea, btw. Same is if they have no insurance. Which they don’t. Which is why they run every time they hit someone. No insurance, no car.

Call me crazy.....but we should not be having police checkpoints in a constituional republic. driving is a right, not a Priveledege. as a soveriegn, I can drive what I want,when I want, and where I want. Tyranny should be checked..not citizens!!!!!!!!!!!

Unfairly targeting illegals would be if the cops could just shoot them on sight. They can't get a license because they shouldn't be in the country, period.

When I stop to think about the illegal alien situation in our country, it strikes me that the government makes the excuse that we can’t deport the illegals and close our borders in an era of terrorism because La Raza will stamp their feet, flip off the camera, and burn the American flag.

Anyone who takes that stance should be tarred, feathered, and ridden out of town on a rail. Okay, they should just be recalled and replaced with a vetted TEA Party candidate.
