Start Integrated Immigration Reform: Secure Border, Issue Tax ID Cards, Deport Those Who Don't Pay

Request all seriously and intensely critique the following, pointing out flaws and recommending improvements:

Immigration Reform - as the liberals in Washington want it defined within the limits they want to use and the way it has been tried several times before - cannot work. It increases the problems now present, rewards those who break the current law, past laws, and future laws. Worse, or perhaps deliberately so, it rewards the democrat party with more resident illegals to swell their constituents in most of their carefully chosen low income House Districts, provides a ready source of illegal voters, and illegal users of their "services" who will become near-permanent democrat voters in the future.

But, realistic and effective immigration reform is also opposed by those who claim "tolerance" and "mercy" towards the illegals already here(chiefly and regrettably the Catholic Church and liberal Protestant churches; big and little businesses who exploit the illegal's cheap labor; and those who buy and process the goods processed by illegal aliens. And this includes those who buy illegally-produced farm labor, and who use expired-visa/green card aliens who work in data processing, universities, and programming or other higher-wage jobs.

So, against these massive and influential (although selfish) interests who don't really want immigration reform to "succeed" - and who have massive financial and power stakes in NOT deporting existing illegals - how do you proceed?

1. Physically and positively secure the border.

Yes, start with deep double-strung fences and real-time surveillance and instant capture programs near those cities and towns where entrance is (now) fastest and easiest. But those complete measures are most urgently needed at the "usual" crossing where thousands get across every day: at cities, where roads are available on both sides, and where known paths exist from Mexico and into the US interior.

Most the (southern) border can be secured by single fences and patrols - IF (big "if" there!) and ONLY IF those who are captured entering illegally are detained, immediately identified, and immediately deported. Interior access (airports and east/west coast border security is also needed, but securing the border is only one part of the problem. Complete, 99-44/100 closure is NOT needed for the rest of the integrated plan to succeed.

Later, after more things stabilize, continue with a complete double fence and better, continuous patrols and a real deterrence at as many points as are financially and physically prudent. But at least start with a sincere INTENTION of securing all entry points at the border - which neither the Clinton, Bush nor (especially) the Obama administrations (executive on down) do NOT really want to do.

So, what do you do with the illegals already here?

2. Require EVERY illegal alien now on this side of the border get a unique and non-transferable Alien ID Card: with photograph, physical description and date of birth, computer card embed, and two thumbprints. On the embedded computer card, record all biometric data AND all fingerprints and the photograph.

If ANY illegal alien is found without a valid AID Card after the deadline, they get immediately deported. Regardless of status of their visa or number of children, or how long they have been here, or whether they have a job or how they got into the US originally. If they have no AID Card, they are deported.

3. Employment and Taxes. The alien's taxes are paid to that AID tax number - like the present Social Security numbers. To get a refund of any taxes withheld, file a tax statement for federal and state taxes.

No tax return filed against that AID number? No rebate, taxes are kept by the government. No AID number? (or a false AID number or duplicate AID numbers? No employment, immediate deportment of the illegals, and the employer gets a hefty fine. Any AID Card number NOT filing tax forms each year gets deported. AID Tax forms must be filed even if no income is declared, or if income is declared but is charged against a different AID Card number.

4. No adult or child with a valid AID Card gets deported. Ever.

Unless he commits a second felony. (The illegal alien has already committed one felony coming here illegally, and probably several others - like duplicating SSN numbers or evading taxes or driving without a license)

If he (or she) is convicted of ANY other felony, that illegal alien is deported. (Local jurisdiction decides if jail time is served before deportation. (If deported, a convicted criminal illegal is not freed in the other country, but is handed over to the police there.)

Three misdemeanors are ground for deportation. Minor traffic offenses are not grounds for deportation - unless some other crime (like lack of insurance or DWI or having no drivers license at all) is committed during the traffic violation.

5. No alien with a Yellow, Orange, or Red AID card can EVER receive US citizenship (become a voter) unless he (or she) leaves the country and returns through the full and usual process. Any illegal alien who desires to leave the country may use his or her AID Card as their passport without penalty. There is NO shortcut, nor ANY chance EVER to "get into the head of the line, the middle of teh line, or the end of teh line. There is NO LINE to citizenship at all for any aliens here illegally.

Photograph Voter ID will be required for all federal elections for federal positions in all states.

6. Temporary AID Cards may be issued ONLY in person. Permanent AID Cards are issued ONLY in person to the original alien, and ONLY after the national fingerprint and SSN databases are scanned and release that fingerprint from any "wanted" list or previously issued AID Card or SSN. AID Cards can be issued the first time after the alien provides evidence of a valid residence at a valid address preceding the cut-off date, and must present reasonable evidence of the date of birth and location of birth for every Yellow and Orange AID Card. (The intent here is to ensure duplicate cards are not being issued in a machine-like fashion to allow new illegals to get cards by faking old ID's, nor to allow gangs to receive hundreds of cards using false addresses or identical SSN numbers.)

7. Illegal adults (over 16) receive a Orange AID card. Illegal Aliens now prison get a Red AID Card. Illegal aliens (children) under 16 get a Yellow card. All yellow card must be linked to one (or more) Adult (Orange) AID Card.

States may use the adult Orange AID card for drivers licenses - but only if all other usual drivers license requirements (training, exam, eye tests, insurance, etc are met.

States are NOT permitted to issue "regular" drivers license to illegal aliens, since these can be used elsewhere to evade the voter restriction of the AID Cards.

8. Yellow AID cards must be renewed every 4 years at the same time as the Adult AID card is renewed. Adult AID cards must be renewed - IN PERSON - every four years. This renewal requires a SSN verification that no duplicate AID card number has been used, that taxes are paid (tax form filed), that a valid residence remains, and that a job is linked or a valid tax withholding from a job is current. Red (Adult criminal) AID Cards must be renewed - IN PERSON - every year, and may be re-issued only if the fingerprint check comes back negative against the national database for new crimes.

Children of illegal aliens who are born in the US get US ID cards and US citizenship, just like now - the children are not arbitrarily deported nor separated from their parents. If the illegal alien parents are deported, they can either take the children with them, or give custody to another Yellow Card AID card already here.

9. Welfare and taxes. Like resident aliens, red, yellow and orange card AID aliens are ineligible for Social Security retirement or SS welfare funds. They are eligible ONLY for the amount of unemployment insurance they can directly trace to their specific AID number. (False SSN numbers are grounds for deportment.)

AID Card aliens are eligible for emergency healthcare, but must provide an equal health insurance to US citizens for regular care. Long term health care is NOT provided to illegal aliens.

10. Initial and additional AID Card funding is paid for by a 5 percent tax on ALL money orders being sent overseas. That sales tax can be recovered by filing a state and national tax form. Those who file no tax form get no refund. Money Order Sales Taxes are collected a the local level, and are distributed 3% locally (usually to the office issuing the AID Cards) 1% for state, 1% for federal taxes.

Illegal aliens are expected to pay for their cards at issue and at each renewal, just like US citizens are charged a $60.00 Transportation Workers ID card fee by the government for those embedded code ID cards. Their original country of residence will be charged as well if no funds are provided by the illegal, but no illegal will be denied an AID card for reason of finance.

Perhaps. I imagine it is pretty easy to get a tourist visa to Canada, though.

Or maybe it is not - I am not Mexican. The times I have been to Canada, the border controls - where they existed - were trivial.

Actually, I am kind of curious - why DO mexicans pay mules thousands of dollars to smuggle them across the desert, when for a couple of hundred, they could buy a plane ticket to Canada, and take a taxi into the US?

Deport Red Cards immediately.

Require DNA sample and full set of fingerprintsfrom all immigrants, legal or otherwise.

Tax person to person remittances at maximum federal income tax rate. Refund request for all but 5% can be filed on April 15 with their tax return.

Any card holder or undocumented alien convicted of a crime serves their prison term in their country of origin, reimbursed with funds from remittance tax. No reentry.

Well you sure as hell don't let them stay like you plan!
They are here illegally and you're, more or less, granting them amnesty!
Are you allowed to break Federal law at your leisure and with impunity? I don't think so! The Feds would be on you like white on rice!
Do you let people 'crash on your couch' and raid your fridge after you've found out that they've broken into your house?
No offense, but you haven't got a plan that I could endorse.

And the answer to your question is...ship their butts back where they came from and let them and their friends know the house is locked tight! This BS of "you can't deport them all" is just that...BS and a sop for the masses!

If you want to have a real solution to immigration, legal and illegal, here is what you do:

Advocate a pro-immigrant policy of low immigration. Conservative Republicans need to provide the American people with their own comprehensive immigration reform plan, i.e., give people a reason to vote FOR something rather than just attack the other side’s proposals. Such a plan should contain the following elements:

 Formulate a merit based immigration system that brings in the skills and talents to keep us competitive in the global economy;

 Reduce immigration levels based on need more closely approximating 300,000 a year;

 Eliminate extended chain migration, i.e., family reunification, limiting it to the nuclear family;

 Secure the border;

 Enforce existing immigration laws to reduce the current illegal alien population and limit future illegal immigration, i.e., attrition thru enforcement. Enforcement would include: (1) ending the job magnet; (2) increasing coordination at the federal level by eliminating barriers to information sharing among agencies; (3) leveraging state and local enforcement resources; (4) fully implementing the US-VISIT Program to track and deport visa overstays; and (5) make mandatory and improve such programs as E-Verify and 287 [g] authority to assist employers and law enforcement in identifying illegal aliens;

 Eliminate birthright citizenship;

 Ensure that anyone who enters this nation illegally is not rewarded by being permitted to stay and work here; i.e., no amnesty;

 Streamline the processing and adjudication of immigration cases;

 Promote pro-immigrant measures that help newcomers assimilate and embrace the values and principles of our Founders and the Constitution.

That is the definition of amnesty. You are rewarding people who broke our laws. What kind of message does this send to the approximately 3 million intending immigrants awaiting their turn to enter this country, some for many years. They have completed all the paperwork and background checks?

40% of the 12 to 20 million illegals came here legally and overstayed their visas. Securing the border won't stop them.

Your proposal of having what amounts to different classes of citizens will not work. There will be legal challenges that will overturn such a system.

And do you allow family reunification for those people issued your special cards?

We have an estimated 2 million illegal alien criminals. How do you deport 2 million and not 11 to 20 million? Your system is not pragmatic or fair. When you reward something you get more of it.

Of course a bounty would work. It would not even cost the taxpayers a dime. Just ask each deportee who employed them. Assess every employer so identified their share of the bounty, processing, and deportation costs for all deportees for the prior year — including the costs for those who refused to identify an employer.

The bounty doesn’t even need to be very high — $1,000 each paid directly to off-duty LEOs by ICE, with a $5,000 penalty if the potential deportee is actually legal to reduce profiling. In Southern Cal, an LEO could earn himself a very early retirement by rounding up a few every week without even looking hard.

Legal Permanet Residents (Green Cards) are issued SSN and are eligible to receive SS benefits and other benefits like Medicaid after being here for five years. They can also receive Medicare if they paid into the system. Essentially, LPRs have all the same rights and benefits as citizens except they can't vote.

Here’s a much easier plan. Since illegal aliens are here illegally, seize ALL their assets and send them home. To make it palatable to liberals, give them a few months to move them and their assets back to China, Honduras, Nigeria, or whatever country they came from. After the grace period, everything they own, right down to their underwear, belongs to the U.S.

If the child is a U.S. citizen, then it doesn't matter where the child lives. If the child claims dual citizenship, then, I have heard, the child has until 16 or 18 to decide which nation to belong to. If the child has been brought to the U.S. by illegal alien parents, then it's a clear case of child abuse, parents causing a child to break the law, and the child could be deported without any record, and the parents prosecuted and deported.

The usual choice will be to stay with the parents, but I could see a poor Irish or Bolivian or Serbian family deciding to abandon their child to Social Services rather than bringing the child back home.

I recommend you stop recommending that the victims of this terrible slow-motion war surrender our country to the invaders while pretending to provide a smart fix.

Accepting any of this as the price of closing the border? Congress doesn’t get to exact any sort of concession from the citizenry as the price of doing its job, which is first and foremost repelling foreign invasion.

We don’t want pathetic little taxes (which is nothing more than selling residency in our country) and ID cards — WE WANT THEM GONE.

This is one the most enraging thing I’ve ever read on Free Republic.

Please include that with your comments to your congressman.

It is more important that a child be kept in a loving, secure family than separated due to politics.

Shame on you for suggesting otherwise.

Deport any illegal caught, crucify any employer that hires one with heavy fines and mandatory prison time, mpo food stamps, welfare or medical care for illegals.

No green cards for any here or who have ever been caught here illegally.

No chance for citizenship ever in their lives if they have ever been caught here illegally.

Eliminate citizenship for childern of illegals.

We have over 900,000 LE in this country who should be deputized en masse to do it. And any citizen who wants to assist, should be.

Let be known that ALL illegals will be deported, start some aggressive raids of employers and you will see the self deportation start in earnest. Agree to not fine the employers if they make a concerted effort to hire out of work Americans.

Start a reduction of welfare benefits in conjunction with the mass deportation efforts.
