44EAGLE RIVER, Wis (Reuters) - Voters in two Wisconsin State Senate districts head to the polls on Tuesday in the last of nine recall elections triggered by the fight earlier this year over Republican-backed curbs on the union rights of public workers.

In Tuesday's two final special elections, Jim Holperin and Robert Wirch -- two Democrats who opposed the anti-union measure and even fled the state for weeks in an unsuccessful effort to prevent its passage -- are defending their seats.

Holperin seems to be in the tighter race. His rival is Kim Simac, founder of the Northwoods Patriots, a Tea Party group. Though Simac is a political novice, the district has leaned Republican in the three years since Holperin was elected.

No matter who wins, Republican Governor Scott Walker and his Republican allies will retain control of the legislature, where the battle over public workers' union powers was waged earlier this year with public protests, legislative maneuvering and court challenges.

With seven of the nine recalls over, Republicans have managed to keep control of the state senate -- 17 to 16 if they score no wins on Tuesday -- because Democrats failed to unseat three Republican state Senators in the key round of six GOP senate recalls last week.

They are not 2 year terms. WI state senators serve 4 year terms. The elections are staggered so half of the senate is up for election every two years.

According to the posts on Twitter the turnout is at or exceeding presidential levels. Of course that is just an observation from a random twitter user so take it for what it is worth. But on the surface it appears to be good news for us.

True, Shultz is basically conservative. The bill he voted against threatened his wife’s school administrator salary, so he voted his pocketbook. While that may be understandable, he’ll never get my vote again...yes, I’m in his district.

There is another imperative to winning one of these races. If both RATS skate, other RAT legislators around the country will be tempted to deploy similar methods.

As to why all RATS couldn’t be recalled, WI law requires that officeholders be in office for at least one year. That limited the # of senators eligble for recall on both sides.

Turnout appears to be huge.
