Here's some history to enlighten you on how he came to sign the order.
In 2005, the Texas legislature set a priority to eliminate cervical cancer mortality by 2015 (HB 2475). It directed the state health agency to produce a report and deliver it to the governor by the end of 2006. It did so and that report concluded the vaccine Gardasil made the goal attainable. 47 page report (Acrobat PDF)
Perry signed the order in 2007 protecting parental rights with an opt-out clause while ensuring insurance, Medicaid and other programs would cover the expensive vaccine while an opt-in would not.
The vaccine had been tested and approved by the FDA and recommended by the CDC, NiH, American Academy of Pediatrics and others. A few years later its approved uses have expanded to other types of HPV-related cancers and to use in males.
HB 2475 said, "This bill requires the Department of State Health Services to develop a strategic plan to eliminate mortality from cervical cancer by the year 2015…" "The strategic plan must be developed and delivered to the governor and legislature no later than December 31, 2006."
A 47 page report (Acrobat PDF) called "Texas Cervical Cancer Strategic Plan," December 2006, by Texas Department of State Health Services in collaboration with The Texas Cancer Council was delivered.

One of my grandchildren has eczema since she was an infant, but psoriasis is worse and 3 of my 4 son's has it but one son and my daughter don't.
It can run in families....My granddaughter is finally outgrowing it, she just hit her teens, but as a baby she would rub her fists on the carpet until they would bleed. Had to keep an Sharp eye on her as a babe... If you have eczema, you have my sympathy, its no picnic when there is a flare up... With psoriasis, there is a type of arthritis that goes along with those that have a serious case. Son #1 is 53 and also has psoriatic arthritis. The other 2 don't....
I say it runs in family's as my mother had eczema until her mid teens and my granddaughter with it is the child of one of my son's that doesn't have either skin disorder...
I doubt that your skin problem has anything to do with getting or not getting a small pox vaccine...

Excuse me. I should have said cheap tuition, while out of state U.S. citizens have to pay the full amount. What a travesty. It’s actually criminal in my mind to do so, not only because it financially penalizes our own citizens, but because it is aiding and abetting an illegal act, supporting an illegal alien. Perry is just like Bush when it comes to illegal aliens from south of the border, and I didn’t like it when it was Bush, and I can tell you I won’t like it if it is under Perry. Therefore, I hope Perry does not win the primary. He’s not my cup of tea for a variety of reasons, but this is the biggest issue for me, bar none.

The vaccine must be administered before risk of infection. That's why it's given at 12 although it's approved for as young as 9 or 10. A normal healthy 12 year old will grow up to one day start a family and that usually requires sexual activity. She, or he, won't know whether their partner is a carrier. Further, there's no way to know if she, or he, may be the victim of rape.
The target here is cancer, several cancers in fact, all of which are linked to a few strains of the HPV virus out of over 150. You don't expect to get into a car accident but you carry insurance. The vaccine is an insurance policy against select cancers.
Perry always ensured parents had the final say and took a step to make it even easier for them to opt-out.

In light of the legislature's specific health goals and the conclusions of the report, Perry crafted an executive order to ensure the widest possible access to the vaccine while protecting the ultimate authority of the parents of children in his state.
Finally, let me contrast this careful balance of coverage, access and liberty Rick Perry tried to provide with California's AB 499 which says children 12 years and older may consent to any "STD preventative care" themselves. There's no parental notification nor an opportunity for parents to opt-out. It's night and day. Ditto for ObamaCare where you can only "opt-out" by dying.
No its not a lie, compare the % of girls that died during testing to the death rate of the cancer. The former is a higher %.

Here’s just one source. 39 deaths reported which puts a lie to the CDC report. Amazing how people trust the CDC when its a govt agency with a clear political agenda.
The drug only provides protection for 4-5 years.

4,000 Americans die every year from all types of HPV using CDC numbers.
4,000 out of 330 million or so of us. That is a very low death rate.
How many girls died from the vaccine? Primarily from blood clots as a reaction to one of the three shots. A higher percentage than those that died from the cancers. The numbers are even worse when you consider this expensive drug only a few varieties of HPV.

I said higher death rate. Please read carefully mom. that means a higher percentage of those that take the vaccine die than the percentage of those than die from the cancer.
Cancer caused by HPV is easily detected and prevented with simple and inexpensive tests. Tests which people must still have if they are sexually active. Ya see approximately 50% of the population has HPV which causes the cancer. Once they have it they can spread it to anyone they sleep with.
The vaccine Perry helped to push only treats a small number of the types of HPV and the vaccine only provides protection for 4-5 years. Meanwhile the promiscuous are still spreading the disease.
The real issue isn’t the death rate of the vaccine. Its that Perry used the govt’s power to force this drug on people.
Texas law permits a person to decline "mandatory" immunizations for reasons of conscience, including a religious belief. Texas Statutes - Section 42.043: RULES FOR IMMUNIZATIONS.
