Maryland redistricting plan hit by blacks

ANNAPOLIS — Black voters and lawmakers said Thursday that a proposed state-level redistricting map provides too few majority-black districts and would lead to continued underrepresentation of minorities in the General Assembly.

The testimony was given during a public hearing held by Gov. Martin O'Malley, a Democrat, and his appointed redistricting panel, which remapped Maryland’s 47 state Senate districts to account for population changes in the past decade.

The panel submitted the map last week and touted the strides it would make toward improving minority representation by increasing the number of majority-black districts from 10 to 12 and increasing the number of majority-minority districts to 16.

Many speakers at the hearing, however, said the changes aren’t enough, that communities were split to dilute black influence in some cases and that population numbers indicate Maryland should have no fewer than 14 majority-black districts.

“I believe we have a good product,” said Sen. C. Anthony Muse, Prince George’s Democrat. “But I also believe we can do better.”

More than 25 people spoke at the three-hour hearing, which was attended by as many as 100 people in a nearly packed joint legislative hearing room in the building of the Department of Legislative Services.

Most concerns focused on the map’s proposed changes in Prince George’s County and Baltimore.

Many of the speakers argued that the state undercompensated for the growing black population in Prince George’s, left Baltimore vulnerable to losing one of its six senators and did less to protect black communities from split representation than it did for many white communities.

“There is concern that the way that it was done is maybe not the most appropriate,” said Sen. Verna L. Jones-Rodwell, a Baltimore Democrat whose district would be relocated largely to Baltimore County to account for the city’s lost residents.

10/47=21%
12/47=25.5%
Even NOT counting the “mixed” districts,
seems like these ratios suggest the state is over 23% black.
If this is not true, than the white population is being discriminated against No?

What the Heck? Where's the majority Asian district? Jewish district? LDS district? Lavender/Gay district? Hispanic/Latino district?

What is so SACRED about capitulating to the demands of a particularly squeaky wheel? When will appeasement end, and the badges of servitude deemed cleansed?

Practically speaking, Maryland is 30% black. But this should not translate into 30% of the legislative seats, since there is wide racial variation between districts.

By my count, 14 of 47 of the legislative districts are clearly black majority. So that alone guarantees them close to 30% representation, but again, at a state level.

The Maryland legislature black caucus has 44 members, out of 188 total senators and representatives. A little more than 27%, so it is also close at the state level.

I am getting really tired of this.

Blacks should have full equality, but they do not deserve any further special considerations.

I am a conservative and I am sure underrepresented in this State!

Exactly. Why not Asian districts, Muslim districts, Wiccan districts, homo districts? Just extend this to its natural logical conclusion. We aren’t all Americans anymore, we’re just conglomerations of “special interest” groups, apparently.

This is what the left and their identity politics have wrought, and they love it. They can keep power in perpetuity by pandering to victim groups and bribing them, and increasing the variety of groups.

According to the 2010 Census, 29.4% of MD’s population is black. If there are 47 members in the state senate, then blacks would be “underrepresented” if they have fewer than 14 members. I, for one, would be willing to join Kweisi Mfume in a rally if it meant that they drew 14 black-majority senate districts, since it would make surrounding districts far less Democrat and give the GOP a much better chance of winning the state senate.

So, what they're saying is that they ("Black leaders") don't believe that there are any blacks competent and motivated enough to win in a fair integrated election.

They are so racist they believe that a non-black can't represent their legitimate political interests...but a black will properly represent any non-blacks in "their" district.

They're saying that they are entitled to seats based on race, but it would be racist for non-blacks to vote for a non-black over a black to represent themselves.

They're saying, "FUMLKjr!"
